dc.description.abstract  自民國85年國中小教科書開放民間編印後,市場進入完全自由競爭時代,教科書品質提升、內容多元,卻也造就了高價教科書;為減輕家長負擔,政府於民國91年起施行共同供應採購制度以解決售價過高問題,然而卻導致價格機制喪失,市場更朝向獨佔發展,研究以市場失靈、政府失靈及鎖入效應等理論為基礎輔以訪談資料,探討教科書共同供應採購制度所引發之市場現象,並依經濟學家之理論,做出相關實務建議,提供相關主管機關做為參考。zh_TW
dc.description.abstractIn 1996, when the textbook market went from monoply to complete competitive, the quality upgraded and content diversified. However, the price of textbook also soared. To lighten the heavy burden of tuition from parents, the authorities started the Mass-purchasing Mechanism to lower the price. However, it did solve the price problem, while also causing another market problem and pushing the market toward monoply again. This study is based on market failure, government failure, lock-in theory and aided by interview informations to discuss the appearaces of Mass-purchasing Mechanism. And form the view of economics, the study provids references to the authorities to help the textbook market to be more competitive.en_US
