摘要: 过去有许多的文献探讨多目标的绩效考核方面的研究。此篇研究考虑三个绩效评估的情境,在每个情况下,我们发展了一系列的程序,使得单位组织可以依据一套共同的评量标准,获得汇总分数来做排名。在第一种情境中,单位绩效评价具有多个投入和产出指标,使用五阶段的资料包落分析法(Cooper et al., 2006)的数学规划模型来求解。第二种情境,为提高整体组织之生产力,在考虑实务应用上的限制下,重新分配各子单位的投入资源与产出目标。在第三种情境,以奥林匹克为例,用各国家所获得的金、银、铜牌,以模式获得的各奖牌权重来计算这些国家总成绩,藉此发展投票系统中权重求取模式。此外,延伸发展新的多准则投票系统来解决群体决策问题。
There is abundant literature on performance evaluation for multiple units with multiple criteria. Three scenarios of performance evaluation are considered in this research. In each scenario, we developed a procedure to determine a common set of weights to the criteria so that the units could be ranked according to their aggregated scores. In the first scenario, units are evaluated with multiple input and output indices. The procedure consists of the five phases of mathematical programming models of data envelopment analysis (Cooper et al., 2006). The second scenario considers the reallocation of inputs and adjustment of outputs with side constraints so that the entire units’ productivity could be improved. In the third scenario, we use the number of gold, silver, and bronze medals that nations won in an Olympic Game to deliver the method that determines the three weights for the medals such that those nations could be ranked according to their aggregate scores. We also develop a new multiple criteria voting system in group decision problems.
