摘要: 為因應全球氣候暖化、溫室氣體減量排放及氣候變遷的衝擊等國際環保議題,擴大綠色能源利用及加速綠色能源產業發展,已成為我國重要的能源政策之一,行政院並於2008年2月1日核定「油氣(LPG)雙燃料車推廣計畫」,政府將在5年內投入75.72億元,使油氣雙燃料車總數增為15萬輛,加氣站增為150站。油氣雙燃料車可減少溫室氣體及空氣污染物之排放,並減少高油價對民眾生活的影響。 加氣站常設置於人口稠密的大都會區,而液化石油氣(LPG)屬於可燃性高壓氣體,一但洩漏造成爆炸可能造成極嚴重的損失及人員傷亡,依過去經驗發現,當進行製程變更時是最容易造成事故傷害發生的時機,並且變更後的操作動作改變,亦容易造成人員作業上疏失,因製程變更已造成許多傷害,目前業界也僅針對變更時之安全管理著手,並無法根本性提升變更製程之本質安全性。本研究將以某加氣站為例,進行變更管理系統執行現況探討,最後將建置一有效之變更管理機制,以提供業界參考。
In response to environmental issues such as global warming, greenhouse gas reduction, and climate change impact, it has become one of Taiwan’s most important policies to expand the use of green energy and to accelerate its industrial development. On February 1st, 2008, the Executive Yuan ratified the promotion plan of LPG bi-fuel vehicles. Within five years, the government will spend 7.572 billion dollars increasing the number of LPG bi-fuel vehicles to 150 thousand and that of LPG service station to 150. The use of LPG bi-fuel vehicles can reduce the emission of greenhouse gas and air pollutants. As a result, the influence of high oil price on citizens’ lives could be reduced. LPG service stations are usually located in densely-populated metropolitan areas. However, LPG (Liquefied Petroleum Gas) is a kind of highly flammable gas. Thus, its leakage may result in explosion, which is very likely to cause serious damages and casualties. Based on previous experience, the variation of manufacturing process is exactly the time when accidental injuries occur. Moreover, the operational procedures following the variation may lead to staff negligence easily. Since the variation of manufacturing process has caused great harm and the industry merely focuses on security management regarding the variation, it can never be done thoroughly to enhance the security level. This study will take a LPG service station as an example to discuss the current situation of managing system variation. In the end, an effective managing system variation will be provided as a reference for the industry.
