TFT-LCD廠委外服務需求之探討

Abstract

廠務工作在高科技廠一直擔任生產環境潔淨室的維持，氣體、化學品、純水及電力供應，以及廢水、廢氣、廢棄物處理與回收，雖然沒有直接參與生產，卻是提供產線穩定生產的基礎。TFT- LCD(薄膜電晶體液晶顯示器)產業因前段製程與半導體產業近似，因此廠務設施要求初期均以半導體8吋廠為範本，人力組織也參考比照。從2000年至今，因應產業特性-景氣循環週期短及低毛利高競爭而無時不以costdown為第一考量，除了原物料成本要低，人力也每年或不定期進行組織精簡、外包及派遣方式來減少正職員工人數。廠務部門人數也不能免俗減少，甚至已經達到相同廠區面積的半導體廠務部門人數的1/2以下，相形之下工作壓力加倍，但同職務薪資卻不如。因此在相同外包要求趨勢下，內部與外包人員之間是否能有共同使命感來達成工作要求，是一個值得探討的問題。

本論文主要研究方法為參考已發表相關文獻書籍彙總之分析，輔以問卷調查之統計分析及探討，來了解TFT- LCD廠務部門內部與外包之相互關係。 問卷結果顯示：文化認同度上TFT-LCD較半導體略為低落，外包資源依存較半導體為佳，外包模式期望則無差異。

Facility jobs has been serving in the high-tech factory providing cleanroom maintain , gas & chemical supplyment, pure water and electricity supply and waste-water treatment , exhaust treatment , waste disposal and recycling, while not directly involved in the production, but it is to provide a stable productionbasis for production line.TFT-LCD (thin film transistor liquid crystal display) industry, the array process is similar semiconductor industry, so facility requirements are follow Semiconductor 8-inch plant’s demands , even human organization. Since 2000, in response to the characteristics of the industry - the business cycle is short and low-margin high competition and ever-present to costdown as the first consideration, in addition to the lower cost of raw materials, manpower also annually or irregularly organizational streamlining, outsourcing and dispatchto reduce the number of permanent employees. Has not been immune to reduce the number of factory affairs department, even has reached half of semiconductor factory service sector number of the same factory area. The contrast double the working pressure, but is not as good as the same duties salary. Same outsourcing claim, between internal and outsourced staff, whether the sense of common purpose to achieve the job requirements, is a question worth exploring. The research methods is by reference to published books, supplemented by a survey of the statistical analysis and discussion.
