摘要: 溫室效應係由於工業革命以來人類大量使用石化能源,造成大氣中的溫室 氣體(greenhouse gases, GHGs,以下簡稱溫室氣體)濃度大幅提高,氣溫逐漸 升高的現象。減少溫室氣體排放涉及可持續發展的重大問題,是人類21 世紀 面臨的最大挑戰之一。因溫室氣體效應,全球各國都逐漸趨向更嚴格的發展, 從原料、採購、生產、物流及使用等,各個環節都可追蹤到碳足跡。另一方面, 近來面臨戴爾、惠普等國際知名品牌大廠,透過「供應鏈領袖聯盟(Supply Chain Leadership Collaboration)」對上、下游廠商提出揭露溫室氣體排放資訊之要求, 初期國內企業透過內部的盤查滿足SCLC 的制式表單系統,但就其追蹤及管 理供應鏈廠商碳足跡之最終目的而言,以往侷限企業內部或部份參與溫室氣體 盤查、減量專案之作法,未來將可能無法完全滿足各國際大廠之要求。因此, 企業不僅應早日建立完善且符合國際標準之溫室氣體管理及盤查量化制度並 與資訊作業帄台結合,預防前述溫室氣體量化可能存在之實質性問題,更有必 要思考如何透過供應鏈體系,協助主要供應商建立溫室氣體之量化機制,以提 早因應下一波碳資訊揭露之需求。本研究將以產品供應鏈溫室氣體量化數據指 引及盤查資訊工具為核心,闡述PAS 2050 之國際標準規範,並進一步說明企 業因應做法之演進,與顧問服務模式比較,說明企業端如何搭配盤查數據引用 數據資料庫結合,落實產品碳足跡之建立,建立產業產品碳揭露之標竿,並探 討輔導單位建立碳資料數據庫與工具結合營運模式,如何迅速拓展產品碳足跡 ii 之應用。尤其全球積極推動永續經營報告書的實施以落實企業社會責任的體 現,碳揭露與碳減量為企業社會責任中環境層面重要的一環;在全球環保意識 高漲的趨勢下,產品碳揭露是必然發展的一個必要條件,企業需謹慎規劃因應。
The greenhouse effect is due to the massive use of Petrochemical materials in industrial development which dramatically increased the emissions of greenhouse gases (GHGs) and result in global warming. Taking action on GHG reduction is one of the most important issues in 21th century of all mankind. Regarding to the greenhouse effect, regulatory constraints on carbon footprint over the entire industry supply chain including material, purchasing, producing, transporting and consuming have become more and more restricted worldwide; in response to this trend, international manufacturers like HP, Dell release the requirement of carbon disclosure through “Supply Chain Leadership Collaboration”. According to this trend, enterprise should establish a consummate inventory quantitative system integrated with information tool which meets the international standard and fulfills the corporate social responsibility (CSR). This research focuses mainly on evaluating how enterprises could use supply chain GHGs quantitative data as guidance combining with inventory information tool to build up the benchmark of carbon disclosure on industrial product and meet the standard of PAS2050. As the environmental awareness arises, carbon disclosure has become an iv inevitable development of future trend which should be cautiously planned and responded.
