傳統市場防火對策之探討-以新竹市中央市場商圈為例

Abstract

有關近年來國內傳統市場火警頻傳，往往導致人員傷亡、大範圍面積燃燒及多數人生計陷入窘狀；另於國內傳統市場現行防火管理制度之落實、消防安全設備之設置、維護及火災之搶救，往往因傳統市場管理不易、消防安全設備設置之法源依據不一及傳統市場建築型態規劃凌亂，以致危害傳統市場之消防安全。 本研究藉由國內、外傳統市場火災案例，分析其火災危害及影響成因，並採SWOT分析研擬初步防火對策，另藉由問卷分析方式，以消防救災人員、市場管理人員及消費者為調查對象，發放200份問卷調查，回收計181份，以SPSS方式統計分析，針對(一)防火管理(二)消防安全設備(三)消防搶救等三層面探討，以突顯現今中央市場於消防安全面臨之困境，藉此提具改善方案，研擬防火對策，以期提昇傳統市場內之消防安全。

In recent years, fire accidents occur frequently in internal feiras, which always cause serious injuries, wide range burning, and financial straits. Besides, the difficulties of current fire prevention management, fire safety equipment setting, maintenance, and rescue, always result from the lack of feira management, different regulations that fire safety equipment setting need to obey, and messy of feira placement, and unfortunately influent feira fire safety seriously. In this research, we analyze the fire damages and factors by foreign and domestic feira fire cases; on the other hand, we scheme out the initial strategies of fire prevention by SWOT analysis and 200 surveys to fire fighters, markets managers and consumers at three aspects: the management of fire prevention, fire-fighting equipments and rescue by SPSS analysis, to spotlight the difficulties of fire safety the Central Feira faces. By this study, we provide improving solutions and strategies of fire prevention, and expect to help improve fire safety of feiras.
