摘要: 私营或公营企业的各单位,均需例行性地评比其下属单位的绩效。本研究针对组织中的一个特殊流程发展评量模式。组织中的每个受评单位(Unit of Assessment, UOA)具有两阶段的纵列式流程,分别为经营能力及获利能力,而经营能力由两个属同一阶层的程序(子单位)所构成,分别为营运表现与制造表现。每个程序可将投入项转化为产出项,而资源可由子单位间分享,产出也由子单位间分摊,分享与分摊的比例为受上下限影响的决策变数,由系统来决定其值。在总体流程中,经营能力该阶段的所有产出项也作为获利能力的投入项,一般称为中间项目。本研究利用最折衷权重分析(The Most Compromising Weights Analysis, MCWA)决定组织的投入项共同权重、中间项目共同权重与产出项共同权重,使组织的绩效最大化,而每个UOA也可以得到其在总流程、第一阶段、第二阶段及两个程序的绩效值。针对分析的结果,组织的管理阶层可对各单位的投入项、中间项目与产出项进行调整,以改善组织整体的绩效。
Private and public sectors routinely need to assess the units under their governance. The case we are dealing with has a special structure. Each unit of assessment (UOA) has a series of two stages: managerial capability and profit capability. The managerial capability contains two parallel processes: administration and manufacture. Administration and manufacture possess shared input and output items. Each process converts a set of input items to a set of output items, in addition, a set of input and a set of output items are shared by the two processes. The portions of the shared input and output items of the two processes are the bounded decision variables. The all output items of the managerial capability are the all input items of the profit capability. We employ the Most Compromising Weights Analysis (MCWA) method to determine the common set of weights for the inputs, intermediates and output items so that the entire sector’s performance is maximized. For each UOA, the efficiencies of the two stages and two processes and its overall performance are obtainable. The sector management could rearrange the values of input, intermediate and output items for the UOAs to improve its sector overall performance.
