提升行為安全觀察對降低職業災害之研究

Abstract

"習慣成自然"，是對人的行為習慣最好的解釋。好的行為會成為習慣，當然不好的行為也會成為習慣。而將好的行為習慣導入工作中，是防止職業災害的一道防線，而如何導入，將是一門很大的學問。

研究勞委會98年度職災統計資料，可以看出，職業災害發生的原因，除了少部分屬於不可分類原因外，絕大多數發生的原因為不安全的行為與不安全的狀況。

為了降低職業災害的發生，進行人員的行為安全改正，確有其必要性，而行為安全觀察，就是其中的一個很直接且有效的重要工具，且對於提升公司安全文化，也會有非常大的幫助。藉由行為安全觀察，觀察者將觀察結果與操作者進行安全溝通，若缺失為個人的不安全行為，就可做立即的改善。若缺失為現場的不安全狀況，則可利用提案方式，進行缺失改善。依此周而復始的持續進行安全觀察，缺失改善，如此將可大大降低職業災害發生率。
