dc.description.abstractTaiwan’s shipping industry has been evolving in recent years due to the intensive globalization. Thanks to its geographically strategic position, rapid economic growth and high functional seaports, Taiwan has a well developed shipping industry. However, Taiwan still has a long way to go into today’s modern globalize world. That is why; Taiwan’s government is taking actions in order to liberalize some operations regarding maritime transport. A major progress for the shipping industry in Taiwan was the integration of Cross Strait Sea Transport Agreement in 2008. This agreement implemented the direct Cross-Strait transport between mainland China and Taiwan. This research aims to identify relative importance of performance factors affected by Cross-Strait direct shipping from diferent parties involved. Five performance areas were suggested in this study: financial performance, operations performance, logistics performance, service performance and market performance. The collected information was obtained from three diferent stakeholders: government, shipping companies and shippers. The Analytic Hierarchy Process was use to obtain the weights of each criterion. The results are the following: the government is more concern about the logistics performance; this might be because part of it integrates the functionality of seaports in Taiwan and it is a huge government sector to operate. Shipping companies care more about the financial performance of shipping industry, creating ultimate profits is their major goal. Finally shippers identify the service performance as their most important factor because as the customers of shipping companies, they are interested in receiving a good service. Overall assessment for the 3 groups combined indicates the following ranking: financial, service, logistics, operations and market. In conclusion, performance measurement plays an important role in all areas of business management in both the private and public sectors because it explains the extent to which companies and organizations have achieved their goals and objectives, and gives guidance on how they can make improvements.zh_TW
