台灣建立矽智財交易中心關鍵要素之研究

Abstract

我國於2002年開始推動國家矽導計劃，希望透過其矽智財交易中心子計畫，建立完善的矽智財匯集交易與推廣服務機制。在2003矽導計劃開始執行之後，矽智財交易中心由於沒有矽智財提供者與使用者的誘因仍然屬於起步的階段。那些重要因素是吸引矽智財提供者與使用者在交易中心內進行交易，我們藉由模糊層級分析法去分析在市場上有矽智財授權與被授權經驗的專家意見，找出建立矽智財交易中心的關鍵因素。研究結果顯示，矽智財交易中心應該提供「驗證」、「資料庫與搜尋工具設計」、「SIP技術鑑價機制」、「研究機構諮詢與支援」、「建立上下游合作關作」，並且建議我國矽智財交易中心業者要加強矽智財品質驗證與矽智財匯集兩項交易服務，以及應朝向晶片成品服務導向發展。

Taiwan launched National Si-Soft project from 2002 with an attempt to establish an appropriate SIP trading, promotion and service mechanism under its SIP Mall sub-project. After Taiwan’s Si-Soft project been executed since 2003, the SIP Mall is still in initial stage without the attraction to both of SIP providers and users. What are the main features to attract adequate SIP providers and users to trade in this mall is vital for the emerging unit. We find out the key factors for establishing a SIP Mall by using Fuzzy AHP method to analysis the opinions from experts who been experienced as both licensee and licensor in the Market. The result shows that a SIP Mall should afford the services of “Verification”, “Design of Database and Search Tool”, “Technology Valuation Mechanism”, “Research Institutions Questing and Support” and “Establishing Strategic Partnership”, and Both Taiwan’s SIP Malls need to enhance their transactional service in SIP quality assurance, verification SIP collection, verification, SIP collection, and could take the turnkey-oriented business model based on their original design.
