dc.description.abstract | 近年來,由於經濟繁榮,工商業蓬勃發展,國民所得不斷提高,相對國民 生活水準也日益提昇,汽車已不再是奢侈的消費品,漸漸轉變為日常的必 需品;而且汽車稅率的一再調降,使機動車輛數呈現快速上升的趨勢。由 於都市停車需求急遽成長,相對之道路面積未能及時配合增加,而且實際 路外停車位之供給有限,使得停車供需嚴重失調;而舊都市計畫中心區未 預留停車場用地,而後期所規劃者,大多在市區外圍,區位不佳不符合投 資條件,而合適的停車場用地取得十分困難,又市中心區高價位的土地採 用傳統匝道式或平面式的停車場較不符合投資效益;因此,本研究鑑於都 市內停車空間不足,機械停車設備亦為興建目標之一,然而不同機械停車 場型式有其適用性,所以機械停車場型式之選擇係為本研究的主要課題。 由於國外引進與國內研發之機械停車設備種類繁多,不同之機械停車設備 又各具其特點與適用型態,如何於基地規劃時選擇"適當"的停車設備型式 ,經營者除了對本身經營績效相關評估準則(車位興建成本、營運收益與 營運成本)考慮之外,同時也應從不同之角度來看待此類之課題。因此, 本研究乃以使用者、非使用者、經營者與社會及政府之立場不同的角度以 建立系統之層級架構;在機械停車場型式選擇之過程中,由於考慮不同群 體之標的,而各個標的與評估準則之重要性不一定相同,標的與標的之間 亦具有衝突性,在衝突無法避免之情況下,結合群體決策方法(Group Decision Method)與分析階層程序法(AHP)來處理;而評估準則對其方 案之評價,由於指標資訊不足或以語言變數加以陳述,所以採取模糊理論 (Fuzzy Theory)中的語意變數(Linguistic Variable)來解決此問題 ,對於所得到之綜合績效指標因具有模糊性,所以採取模糊數排序( Ranking Fuzzy Numbers)處理,進行各機械停車設備型式之選擇;並蒐 集已申請核准設置停車場之相關資料與已經營運之公有機械停車場之相關 資料,進行驗證與分析。由實例分析得知,實際情況與本研究採用之方法 所獲得之結果,可從中獲得驗證。 To secure suitable parking area are not easy , high cost land in central city are not economic for ramp or plane type parking. This study were based on the position from user , non-user , operating campany , society & goverment. To establish hierarchy structure system. During selection proced- ure for mechanical parking , objectives of differentgroup must be considered. Each objectives is not exact same with evaluat- ing criteria , there is also confliction between objectives , if the confliction is not avoidable , resolve this by group decision method and AHP. Criteria evaluatethat proposal , due to deficit of index information or state by linguistic variable , apply linguistic variable in fuzzy theory to solve this problem. The resulted synthetical performance index are fuzzy , apply ranking fuzzy numbers to solve , proceeding selection of every parking equipment. Collect approved parking proposal information and had been operated public mechanical parking information , to check and analyze, analyzing example, we could get proven proposal from actual situation and the result of this study. | zh_TW |
