Abstract: 自民國78年起政府宣佈開放第二類電信事業,即所謂加值網路業務,台灣 電信事業從此跨入另一個領域,不再完全由國營電信單位獨佔。在政府、 電信單位及民間業者的積極努力發展之下,加值網路業務年有成長。但是 ,比起美、日、英等先進國家,台灣在加值網路業務的推廣仍屬起步階段 。然而在高度競爭的環境下,取得即時資訊是獲得企業經營競爭優勢的手 段之一。尤其目前企業經營活動呈現國際化,能超越距離和時間的通信方 式是不可或缺。本研究系屬探索性的論文,以找出影響加值網路發展的因 素為目標。根據文獻的探討,本研究認為政策面、市場面、成本面與技術 面四個因素對加值網路的推動具有相當影響力。因此,本研究深入探討這 些因素的重要性。這些因素除了對加值網路經營環境有影響之外,根據本 研究的探討,發現每一個因素會影響到其他因素的發展。換言之,因素之 間具有互動的關係。本研究最後找出影響政策面、市場面、成本面與技術 面的互動關係模式;並且藉由模式的探討,分析出影響個別因素的因子, 利用因子間的互動關係,提出30個待驗假說,期望後續研究實證之。 After the government lifted the regulation of restricting class 2 telecommunication industry, the value-added network industry, in 1989. Taiwan`s telecommunication industry is no longer exclusively monopolized by the government. With the efforts jointly from the government, telecommunication units and private sectors, the market of value-added network industry grows considerably in recent years. But if compared with highly developed countries, such as USA, Japan, or UK, Taiwan is still running at its initial stage. Being competitive, how to obtain timely information becomes one of the most important strategies of companies to gain its competitive advantages. While business activities are getting global, the world-wide seamless communi- cation is becoming a necessity. As an exploratory research, the main goal of this thesis is to enumerate the factors that affect the development of value- added network industry. After thoroughly reviewing the literature, government policy, market, cost and technology are taken as the most important factors that significantly affect the development of valued-added network industry. This thesis not only emphasizes on the explanation of the important roles of these four factors, but finds that, meanwhile, these four factors are actively dependent on each other. Moreover, a model of the cross-effect status of these four factors and the elements of each individual factor are discussed. Based on the interactive conditions of elements, 30 hypotheses are also proposed for future research.
