摘要: 工程變更是產品生命週期中無可避免且必要之程序,快速而有效率的 處理工程變更是企業維持競爭力的有利因素之一;然而,充份提供工程變 更管理者所需資訊及良好的決策支援溝通工具以解決傳統工程變更溝通不 良的問題,是提昇工程變更處理效率的先決條件。此溝通工具應具備兩方 面的能力:(1). 設計與製造資訊間的連結機制以完整提供變更前所需之 資訊而變更後能經由連結機制而維持其一致性;(2). 提供工程變更決策 程序溝通管道,以免因為不同部門之各自觀點的差異而造成決策程序的冗 長而無效率。因此,本論文從系統規劃與執行的觀點提出兩階段之解決方 案。 在系統規劃階段,本論文提出製造料表規劃方法。此規劃方法是 將工程料表有系統的轉換為製造料表,以免除傳統倚靠有經驗的工程師以 人工轉換所造成的設計/製造資訊的不一致及無效率。此法應用群組裝配 的概念,適度的將裝配程序考慮到途程上以縮減材料表的層級為三階,可 以簡化物料需求的處理,並且減低MRP受工程變更料件變動的影響;同時 ,這個規劃程序可以在變更前提供有關工程變更相關料件及變更件對排程 的影響評估資訊,在變更後易於快速的更新設計與製造資訊以維持其一致 性。 在系統執行面階段,本論文提出工程變更生效日期決策模式。此 模式是經由多項工程變更關鍵資訊的決定與提供,並且參酌各功能部門不 同的考慮,決定最低工程變更總成本的生效日期。本模式提供管理者工程 變更決策支援的溝通管道,有助於提昇工程變更執行之效率與決策品質。 此外,經由規劃面的製造料表規劃程序與執行面的決策支援程序之相互配 合與參照,可以使工程變更在資訊及程序上達到充分溝通的目的,進而提 昇工程變更評估與執行效率,並且有助於維持設計與製造資料的一致性。 Engineering change (EC) is an inevitable process throughout a product's life cycle. EC should be introduced rapidly and effeciently to maintain competitiveedges. However, providing a powerful communication tool for EC-manager to solve the traditional communication problems is a prerequisite. In this tool, a linkage between the design database and manufacturing database is a importantmechanism in EC implementation and an EC effectivity date is a critical information required in the EC decision support processes. Therefore, in this study, a two- phase method of EC system planning and operation is proposed. In the planning phase, a three-stage M_BOM planning method which is capable oftransforming E_BOM into M_BOM is developed. The fundamental assumption underlying the developed method is that the shorter assembly lead time can be achieved with the better M_BOM planning. The planning concept can be incorporated in EC management to serve as a mechanism for EC evaluation and improving EC process communication. In the operation phase, an EC effectivity date decision model is developed. This model aims to minimize the total cost involving the EC process. By providing accurate information to the EC-manager to make a decision, the optimum effectivity date can be rapidly determined. Moreover, the incorporated two-phase method can serve as a powerful communication tool to support the EC decision process so as to handle EC process effectively and to enhance communications within EC process.
