摘要: 近年來,關於阿里山森林鐵路嘉義至竹崎路段所造成之問題,一直是備受 各方爭議及矚目的課題,由於嘉義竹崎路段所產生之問題,不僅僅只是交 通運輸之問題且涉及許多相關層面,問題較為複雜。因此針對此一問題本 研究將採用系統分析及多評準決策理論(MCDM)進行探討及分析。本研究為 求嘉義竹崎段改善方案之決策過程及其結果能夠包容各方意見,針對社會 大眾、使用者及投資(營運)者三個評估層面,來建構評估體系,並從此三 方面產生11項評估準則,研擬出保留嘉義至竹崎路段、廢除嘉義至竹崎路 段並遷站竹崎以及市區重要路段採用鐵公路共用結構等三個可行方案。在 未來阿里山森林鐵路嘉義竹崎段改善方案之評選,本研究採用層級分析 法(AHP)及簡單加權法(SAW)等評估方法,分別針對專家學者、地方民意代 表及經營者進行問卷調查,此外並配合地方民眾、遊客及全國人民之意見 調查。綜合最後之分析結果發現,阿里山森林鐵路嘉義竹崎段之改善方案 宜採用鐵公路共用結構方案較佳。 In recent years, the problems of the Ali Shan Forest Railway from Chiai to Chuehi draw a disputable and emphatic attention. The problem of Chiai-Chuehi section is not only a transportation problem, but also a complex problem including economy, urban development, culture, tourism, policy, political, etc. This thesis attempts to employ systems analysis and multiple criteria decision making (MCDM) method to analyze the above problems.To deal with this problem, this research focuses on options generated by three interested groups : the general public, the user and the investor(operator). A hierarchy evaluation method was used for improvement the problems of the Ali Shan Forest Railway from Chiai to Chuehi. The evaluation system includes eleven evaluation indicators. In this study, the alternatives of the improvement plan for Chiai-Chuehi section are that to reserve Chiai-Chuehi sections, to abolish Chiai-Chuehi section and the railway and highways to share the roadbed in the town.As for the evaluation of the alternatives, analytic hierarchy process (AHP) and simple added weights (SAW) method are be combined to analyze. Under this study, from domains of the scholars and experts, the councilor and the operator and officers, 71 persons interviewed with designed questionnaires. The opinions of questionnaires from the citizen of Chiai and Chuehi, the tourism of Ali shan forestry recreation areas and the people of Taiwan, are also to analyze. In a word, the results of study show that the best alternative for Chiai-Chuehi section is the railway and highways to share the roadbed.
