臺灣地區創新育成中心開發與管理之探討-以學術機構設立創新育成中心為例

Abstract

我國經濟部為配合政府建設臺灣成為亞太營運中心及促進產業之升級， 計劃籌設「創新育成中心」。所謂創新育成中心（incubator） 是「一個 與設施相結合的組織，提供空間、服務及諮詢，以幫助新生企業或擁有技 術而欲創業者的發展與成長」。因此，創新育成中心的設立主要目的有二 ，一方面在於協助中小企業先期在創業期間的發展，降低創新技術在商品 化過程中的風險，另一方面協助海內外擁有技術而欲創業者，提供創業的 機會且提升其創業成功的機率。我國的產業結構是以中小企業為主，其特 色為經營彈性大，對市場變化反應快，能生產少量多樣化的產品，然而我 國的中小企業受限於其規模小、資金、人力資源不足，尤其技術獲取困難 。創新育成中心的設立提供了這些問題的一個解答，它不僅可以提供擁有 技術者一個良好的培育和扶植的環境，降低創新技術商品化過程的風險， 以協助租戶生存。本研究期以透過對各國開發創新育成中心的經驗，結合 國內目前總體環境的客觀條件，祈能研擬適合臺灣地區創新育成中心的發 展型態及經營管理模式，最後以學術機構設置創新育成中心為例。本研究 之目的，希望能為政府提供的建議，設置獎勵措施，鼓勵民間投資。或由 政府及民間合組公司共同投資開發，並連結傳統工業區，俾便相互間發揮 支援的功能，創造以技術為主的中小企業，提升國內中小企業的技術能力 ，使臺灣整體發展成為「科技島」。 The ROC government approved the schemes of Asia-Pacific RegionalOperations Center and industry upgrading plan. To achieve this goal,Ministry of Economic Affairs plans to build incubators. An incubatoris an organization with facility that provide space, service andconsultation in order to help new born enterprises' growth. Thus,the goals of an incubator are as follows: (1) To help the embryonicenterprises reducing their risk while commercialization. (2) To aidthe entrepreneurs in increasing the likelihood of business success.The majority of Taiwan's industry is small & medium enterprises. Thecharacteristics of the small & medium enterprises are flexibility,responsiveness and diversification. In the contrast, they arelimited to the lack of scale, capital and human resource.Especially , their are difficult of gaining technology. An incubators is built for solving above limitation as wellas helping tenants to survive in a real world.By studying the experience of developing incubator of othercountries and combining the situation of the Taiwan's economicenvironment, this thesis aims to build a model of development andoperation of incubator and attach a case study of university sponsor technology incubator. The purposes of this thesis aregiving suggestions for government sector to establish motivationalpolicies , encourage private investment, upgrade the technology of small & medium enterprises and transform Taiwan into"Technologic Island".
