摘要: 根據實證上的研究,大多數的人力資源管理部門花費40% 到60%的精力在 人力資源的規劃上,而事實上這些人力資源的經常性規劃工作可藉資訊系 統來加以完成,以讓人力資源部門的人員從事更高價值的工作。雖然自動 化的人事管理系統,在一些大企業中已經被使用了超過25年了,但大多數 的系統所扮演的都只是幕後的資料保存者的角色而已,主要是用來處理薪 資與利潤分配的工作,以確保工資系統的正確運作,而關於人力資源策略 性的規劃,現階段而言,通常是靠人事部門管理者的經驗與直覺來加以決 定,通常未能有一具體的證據、理論來加以驗證。本研究藉由「研發人力 資源規劃決策支援系統」的發展,針對經濟部「科技計畫人力結構規劃之 研究」一計畫中所收集之資料,來探討與分析各類專案中人力規劃結構對 專案成效之間的影響,並利用各種統計之分析方法,進一步加以分析,以 找出專案計畫之專案特徵、人力的配置與專案績效之間的關係,推導出人 力規劃模式。並以此模式為基礎,整合人機使用界面與資料庫系統,利用 結構化的分析方法,進行系統之分析與設計,逐步建構一可操作之研發人 力資源規劃決策支援系統原型,除嘗試以支援人力資源的規劃工作外,更 可作為進一步系統發展之根據。 Past studies indicate that most human resource departments spend 40% to 60% resources on the routine planning. The extent of computerization in the human resource management function in organizations is typically limited to traditional database management systems that do not take advantage of advances in computer technology in the '90s. Although automatic personnel management systems have been utilized in large enterprise for over 25 years, most of these systems are functioned as the data preserver. The strategic planning for the human resource, until today, is usually made by the intuition or experience of the manager without any embodied principle.A decision support system for R&D human resource planning is developed in this study. We utilize the data collected in the project, "A study for Human Resource Structure Planning of the Technologic Projects", to analyze and find out the relationship among the characteristics, human resource allocations and the outcome of the projects. Via the process of structural system analysis and design, a prototype integrated with friendly user interface and database system is also developed based on these models.
