地方政府災害管理網際資訊系統之規劃

Abstract

This thesis sdesigns a Disaster Management System by utilizing thetechniqures of Internet GIS.The research focuses on construcing a map base and database management system.The constructed databasescontain the available human resources, equipments,and geographicdata related to disaster management.As soon as the location of thedisaster is confirmed,the system can immediately obtain the requred information used to rescue the disaster.By using the system,we can browse the maps of the disaster districts, the conditions of current traffic control and medical distributednetwork and so on.The system can offer the rescue officals the required information to act promptly thus to save human lives and properties.The system also provides disaster information to citizens though the Web network to help them to realize the situation. 本論文為在網際環境下配合地理資訊系統的技術，發展一地方政府之災 情管理系統．並把警政、消防以及地方政府等機關的人員、器材、相關資 源配置資料及重要平面圖等建立於資料庫中．若災害發生之時，在獲知災 害的位置及種類之後，便可由本系統取得該地區所屬相關單位及各項可運 用資源等資訊．系統架構包含單位機關使用的災情管理系統外，也提供網 站讓一般民眾透過網際網路查詢最新的災情動向，並運用ISAPI和ActiveX 將資訊流加以串連，存取記錄於地理資料庫的資料．使得相關資訊能夠更 完整且即時的提供給救災人員，進而提昇救災行動的效率．
