摘要: 不論是機關或企業組織,績效考評之最終目的是在於永續經營,透過績效評估之結果,可以瞭解其資源運用的效率與效能,並進一步利用其結果,來釐定未來的努力方向。 近年來,政府為持續有效提昇我國科技發展之水準,有效運用科技研發的資源,已針對政府所屬各研究機關或單位要求其實施績效評鑑,並責由國科會、研考會及經濟部等機關,配合完成相關績效考評制度之訂定。但由於研究發展工作,有相當高的不確定性。這是從事研發工作之政府機構與其它單位間最大的不同,且不同之機關有其不同的研發屬性。績效考評制度無法一體通適於所有從事研究發展之機關或單位。 核能研究所為國內從事原子能科技研究與應用之政府機關,必須執行政府政策。除遵照研訂完成符合機關需求之績效考評制度外,並已於92年度起實際運作執行。本論文主要目的,是尋找最適核研所之績效考評制度,並予以建構,以及將實做經驗,回饋到制度之改良,並希望作為政府其他科技機關或單位,規劃前或執行時之參考或借鏡。 本論文之主要內容分為二部分:第一為理論探討,以及蒐集、分析和比較國內外各種績效考評制度之經驗與現況;第二為建構一種最適合於政府科技機關之績效考評制度及實例驗證。最後,並提出一些結論與建議,以便作為後續研究之參考。
The final purpose of performance evaluation is for sustainable operation of government or business. By the results of performance evaluation, people can realize the efficiency and effect of resources allocation and make the decision of future direction. Recently, in order to raise the development level of science and technology, Taiwan government has a standard measurement system for follows. However, the research and development contain large amount of uncertainly, which may depend on case-by-case of research and development categories. Therefore, The standard performance evaluation cannot satisfy all the needs of different organizations. INER is a governmental nuclear R&D institute in Taiwan and must obey the government policy. INER has established an evaluation system for the institute and the system have active since 2003, however, several problems are still existed. Therefore, the main purpose of this thesis is to evaluate the system and modify it according to the criteria of a good performance measurement system. The research results can serve as a guide for other government R&D institutions for developing their own performance evaluation system.
