摘要: 我國車輛保、檢合一制度實施方式之研究 研究生:林健昌 指導教授:黃台生 國立交通大學交通運輸研究所 摘 要 近年來我國經濟不斷成長,國民所得大幅提高,使得小自客車數量逐年增加,截至八十七年底臺灣地區小自客車總數為451萬輛,隨著車輛總數的增加,車輛檢驗業務需求也越大,致使監理主管機關在技術人力不足情況下,不但無法落實定期檢驗制度,而且對於代檢業務亦未能確實督導,因而衍生車輛安全與公害等問題,本文即在此背景下進行我國車輛保、檢合一制度之實施方式研究。 本研究首先探討我國小自客車定期檢驗供應能量與未來需求,以瞭解我國檢驗供應不足之程度,其次探討車輛保養與性能間之關係,以及實施保養時車主將增加之費用。經研擬三種車輛保、檢合一制度之實施方案,並透過學者專家、政府官員及業界代表賦予各評估準則相對權重後,再分析其在減輕檢驗人力不足、對車輛性能及車主負擔費用各方面之績效,評選出最佳方案,我國最佳車輛保、檢合一之實施方式內容為小自客車新車三年內免定期檢驗,三年以上未滿六年者每年檢驗一次,六年以上者每年檢驗兩次,惟半年定檢部分以保養代替。
A Study on Combing Maintenance and Inspection of Sedans in A System in Taiwan Area Student:Jian-Chan Lin Advisor:Tai-Sheng Hwang Institute of Traffic and Transportation National Chiao Tung University ABSTRACT In recent years, our economy has been growing and citizens' incomes are soaring. As a result, sedans are increasing every year. Referring to the traffic volume data in 1998, there are 4.51 million sedans in Taiwan area. Growing numbers of the private cars are placing increasing operations of the motor vehicle inspections. Given that the commission lacks manpower and technologies in the motor vehicle inspections, the periodic motor vehicle inspections can not be carried out properly, and monitoring jobs for its contractors are not executed appropriately as well, leading to vehicle safety and public environmental hazards. Under the above circumstances, the thesis is to study a combined inspection program, which includes the periodic motor vehicle inspections and maintenance/repair services. The thesis first demonstrates the degree of the insufficient supply for our periodic sedan inspections by analyzing the supply capacities and future demands. The relationships between car maintenance/repair and its performances, and increased costs incurred by the car owners from car maintenance/repair services, will be discussed next. Then three alternatives for the combined inspection program are worked out. After the concerned experts, official officers and private sector representatives offer evaluation guidelines and relative weights to evaluate those alternatives, the alternatives are evaluated on the basis of their effects of car performances, maintenance/repair costs and saving manpower respectively. The best alternative is chosen at last, which adopts the following inspection measures: 1. New sedans are exempt from the inspection for a period of 3 years from the date of purchase; 2. Sedans of 3-6 years old are subject to annual inspection; 3. Sedans more than 6 years old are subject to twice inspections, one of which can be replaced by maintenance/repair services. Ⅲ
