摘要: 企業為了提升競爭力或各種原因,而將企業內部的資訊作業委託資訊服務業者來執行,形成所謂的資訊作業委外。然而將資訊作業委外須要周延的思考、規劃。本研究以策略思考的角度出發,建構一個策略思考架構,此架構包含四個子架構,其思考順序分別為「能做」事項之思考架構,其中又包含規劃階段思考架構、執行階段思考階段及檢驗階段思考架構;「想要」達成效益之思考架構;「可能」遭遇的問題之思考架構,其中又包含企業主問題思考架構、承包商問題思考架構及兩者關係問題之思考架構;及「倫理」課題之思考架構。希望此策略思考架構可以提供企業在規劃資訊作業委外時一個指引與思考方向。
For gaining competitive force or for some other reasons, businesses outsource their IS to information service providers. This is so-called IS outsourcing. When businesses outsource their IS, there should be deep consideration and planning. The study tries to construct a framework in strategic aspect. This framework contains four components which are "Can" framework, "Want" framework, "Possible" framework, and "Allowed" framework in sequence. In this study, "Can" means what businesses can do for IS outsourcing. "Want" means what desire states businesses want. "Possible" means what problems businesses may meet. "Allowed" means what ethical consideration businesses should take. There are three subframeworks composed of "Can" framework which are "planning-stage" subframework, "executing-stage" subframework and "measuring-stage" subframework sequentially. There are three subframeworks composed of "Possible" framework which are "business-self" subframework, "suppliers" subframework and "the relationship between the previous two" subframework. The result of the study provides the managers or decisions-makers with a more comprehensive guidance of planning IS outsourcing.
