台灣數位電視條件式接取標準研究

Abstract

摘 要 隨著PC已將成為傳統產業，數位電視(DTV)被視為下一代明星消費性電子產品，不但直接影響消費性電子產品之製造業，更間接影響電腦產業、廣播產業與資訊產業。 本研究參考了國內外CA相關技術標準，並比較應用於數位電視地面廣播、有線電視系統及衛星直播電視的各類條件式接取(CA)技術性能與相關產業效益後發現：目前以DVB為最廣泛開放之標準。就技術層面來探討，安全性與系統開放性是互相消長的；而分離式之CA系統較利於目前產業之發展。 CA功能將讓廣播業者能夠提供付費電視服務、互動電視服務、消費資訊服務，甚至電子商務服務，其影響深遠，所以各廣播系統業者預先開始規劃。政府主管機關也應儘早制訂我國CA標準。

ABSTRACT As PC has become a mature market, DTV is viewed as the most promising star of the next generation digital consumer electronic products. Its development not only influences Taiwan’s consumer electronic industry, but also the computer, information, broadcasting, and entertainment as well. This study analyzes the DTV CA standards adopted of other countyies, compares the technical characteristics of CA system standards and explores the possibilities of adopting compatible CA systems for terisstrial broadcasting, cable systems and direct broadcast satellite systems. In the technical level, there is trade off between the CA system security and system interoperability. Broadcasting systems with CA capability will be able to offer Pay TV servicers, interactive TV services, Pay information services as well as e-commerce services. Its impact on broadcasters is enormous. Taiwan DGT is in the process of defining Taiwan CA system standard. Broadcasters should plan ahead to take advantage of this powerful new capability.
