摘要: 以產學夥伴關係建立台灣產業創新模式之研究 研究生:許文秀 指導教授:張保隆 教授 國立交通大學經營管理研究所博士班 摘 要 本研究旨在探討建立台灣產業創新模式,研究重點著重在運用產學夥伴關係進行產業創新。本研究首先針對產業創新、產學夥伴關係等相關文獻,進行彙整與分析,凝聚文獻上的重要概念;並以此重要概念作為分析台灣產業創新及政府─學術─產業三者互動情形的基礎。經由文獻探討,本研究萃取出建立產學夥伴關係及合作研究過程之關鍵要素;依據該關鍵要素,本研究進一步構建以產學夥伴關係為基礎之台灣產業創新模式的概念架構,俾利進行個案研究。 個案研究,是以國科會產學合作研究計畫案例為分析對象,其目的是在驗證本研究所構建之產業創新模式是否可行。由個案研究結果顯示:產學夥伴關係的產業創新模式,是屬於「產品創新和製程技術創新」同步進行的創新過程,除可適當彌補中小企業創新能力及研發資源的不足外,並可同時解決政府支持科技專案和產業研發的效益問題,如:(1)改善技術移轉方式無法因應研發時程緊縮和成果擴散;(2)將革新式創新注入於產業研發過程中,尤其是產品開發及設計亟需的科技新知識和新概念、發明;(3)培養產業研發所需人才等。因此,個案研究結果驗證本研究所構建該概念架構確屬可行;並可作為政府在產業研發創新之規劃、推動及執行之重要參考。 關鍵詞:產業創新、產學夥伴關係、創新過程、革新式。
Building Innovation Models of Taiwan’s Industries with University-Industry Partnerships Student: Wen-Shiow Hsu Advisor: Dr. Pao-Long Chang National Chiao Tung University Institute of Business and Management Abstract The main purpose of this study was to examine and identify the proper innovation models of Taiwan’s industries with an emphasis in utilizing the university-industry partnership as a basis for the creation of industrial innovations. Starting from collecting, integrating, and analyzing all information related to industrial innovations and university-industry partnerships, a core concept was developed. This core concept was then used as a tool to examine the ins and outs on the status of innovation in Taiwan and to analyze the interactions among government, academia, and industries. After assimilating all related information, this research extracted the key factors relating to the establishment of the university-industry partnership and its collaboration process. Based on these key factors, the frame structure related to the industrial innovation models that were developed with the university-industry collaboration partnership basis was further pursued in order to facilitate case studies. The case studies of this research paper, which include the university-industry collaborative projects funded by Taiwan’s National Science Council, were used to verify the validity of the industrial innovative processing configurations proposed. These case studies indicate that the innovative process within university-industry partnerships can foster concurrent development of products and process innovations such that they can be used to compensate for the lack of R&D resources and innovative capabilities within enterprises. The partnership relationship can also be used to solve the many problems that hinder the government funding process for industries and their R&D efforts, such as (1) improving the technology transfer methodology in order to eliminate the drawbacks of not being able to simultaneously achieve a R&D process time reduction and to reap enterprise R&D benefits, (2) introducing radical innovation into the industrial R&D processes including new technological information, new concepts, and new innovations that are desperately needed for product development, and (3) incubating R&D personnel within industries. The results obtained from these case studies verify the effectiveness and validity of the conceptual core structure proposed in this research. It is expected that the successful establishment of these modes can provide the government with a roadmap to plan, promote, support, and fund more successful industrial R&D innovations in Taiwan.
