摘要: 我國固網業者已於2003年5月20日起在「三大都會區」開始提供市話號碼可攜服務(FNP),且第三代行動通信業務已規定必須提供號碼可攜服務(MNP),至於2G服務則尚未有號碼可攜之要求。但我國2G行動電話服務市佔率達105.7%,已屬成熟階段,且3G服務即將問世,因此提供行動號碼可攜(MNP)將能排除消費者轉換行動電話服務業者的障礙。 本論文探討已實施MNP國家之成功範例,研究議題為實施MNP時所採行之技術標準、管理架構及時程。並對我國實施 MNP之各項議題提出建議。研究方法為文獻蒐集與評論法及個別深度訪談法,藉由兩種方法分析探討論文主題,有系統地整理並呈現所有2G及3G系統業者之意見。 經研究後對我國實施MNP的各項建議如下:實施技術採技術中立原則,即不干涉各業者採用IN或SRF技術,只要符合GSM與3GPP的標準即可;實施管理架構採集中式資料庫系統,並由中立第三者來營運;實施日程為民國94年1月1日,以直接轉接方式。
Taiwan fixed network Number Portability (FNP) became available in three metropolitan areas starting May of 2002. Mobile Number Portability (MNP) has been a mandatory requirement in the 3G regulations. However, MNP is not yet required for 2G mobile communications service in Taiwan. It is time to plan for 2G MNP for the following reasons: (1) the penetration rate of 2G-service has reached 105.7% in Taiwan. The market is becoming stagnant. (2) 3G-service is to be offered in the near future. Consumers would demand porting their original mobile telephone numbers when converting from 2G to 3G. This research reviewed literatures, regulations, and reports on MNP implementation experience. Also interviewed experts and vendors from countries that have implemented MNP. Critical issues in implementing MNP include the technology, the management structure, and the implementation schedule. The goal of this research is to make recommendations to Taiwan DGT in terms of how to implement MNP in Taiwan. The research findings suggest: (1) The regulatory office should take a neutral stand with respect to the technology used to implementing MNP in Taiwan as long as it is compatible with the standards of GSM and 3GPP; (2) Ported numbers should be managed by a centralized database operated by a neutral third party; (3) Implementing MNP with direct routing is mandated on Jan 1st 2005.
