組織使用雲端運算對資訊倫理與政策的影響

Abstract

雲端運算這幾年在ICT（Information and Communications Technology）產業中蓬勃發展，國際資訊大廠紛紛推動此項新技術，為企業資訊架構帶來新一波改革，但是企業導入雲端運算時，除了重視雲端運算帶來的效益，如成本、速度等，在資訊倫理與政策所帶來的管理挑戰更是需要列為優先評估要點。已有相關文獻探討企業使用IT（Information Technology）技術對資訊倫理與政策的影響，但因經過多年的發展，IT結合通訊、網路等技術成為ICT技術，雲端運算更為目前最具代表性技術，本論文針對雲端運算對於資訊倫理與政策的影響進行探討，並提出「資訊倫理與政策」與雲端運算「能力」之分析模式，分析不同的雲端運算「能力」對於「資訊倫理與政策」各項議題影響層面，並提出相關建議，以作為企業評估雲端運算使用之參考。

Cloud computing is experiencing vigorous growth in ICT(Information and Communications Technology) industry in recent years. Leading global IT companies all promote this new technology, sparking a new revolution of information framework of organizations in business. However, when the enterprises implement cloud computing, they should not only put too much emphasis on the benefit generated by cloud computing, such as cost and speed, but also give priority to assessing the challenge to management brought by IT ethics and policy. There have been relative papers exploring how Information Technology influence information ethics and policy. With many years' development, IT combines communication and network technology to ICT. Cloud computing becomes the most representative technology these days. This study discusses the influence of cloud computing on information ethics and policy, presents the analysis model of information ethics and policy and cloud computing capabilities to analyze the effect of different cloud computing capabilities on information ethics and policy, and proposes certain suggestions. These results can be used as reference for any enterprises when cloud computing is considered implementing.
