摘要: 隨著環境變遷,消防救災人員面臨的災害將日趨頻繁,種類將更多樣化且複合,規模亦日趨擴大,搶救災害時所面臨的危險因子更加複雜多元,消防救災演變為複雜且多元的防救災工作,為因應時代變遷之需要隨著政府日益重視整體災害防救工作,因此消防搶救任務已不僅限於火災,早已擴及於水災、地震、土石流、化學災害、重大交通意外事故等災難搶救。因此應透過訓練針對消防人員的救災專業技能加以提升,本研究分析目前消防人員救助隊訓練制度,提出具體策略與建議,以增進訓練成效,並作為消防機關辦理訓練業務之參考。 本研究針對苗栗縣政府消防局從事消防工作之外勤消防人員做研究,從相關法規、文獻探討及現況分析中整理出相關概念,透過相關文獻探討與分析,並根據研究架構,由消防人員背景,探討其「救助隊訓練規畫分析」、「救助隊訓練課程合適性」、「整體滿意度調查」及「救助隊訓練預計成效及目的之工作滿意度評估」等,透過問卷調查評估分析各變相之關係。
As the environment changes, hazards faced by firefighters will become increasingly frequent, species will be more diverse and complex, the scale is also widening, risk factors faced by when rescuing becomes more complex and diverse, fire rescue evolved into complex and diverse anti-relief work, to cope with the changing times of the day as the government needs to gain attention to the overall work of disaster Prevention and Rescue, fire rescue task has therefore not limited to fire, already extended to flood, earthquake, debris flow, chemical disasters, major traffic accidents and other disasters rescue. Should therefore relief through training for firefighters to enhance professional skills, the study analyzes the current fire rescue training system to propose specific strategies and recommendations to improve training effectiveness and to be the reference of training business as a fire authority . In this study, Miaoli County Fire Department firefighters engaged in fire ground outside of work to do research, from the relevant laws and regulations, literature review and analysis of current situation sorted out the related concepts through discussion and analysis of relevant literature, and according to research framework, by firemen background, explore the "fire rescue training planning analysis", "fire rescue training course appropriateness", "Overall satisfaction survey" and "fire rescue training anticipated effectiveness and purpose of the assessment of job satisfaction," and so on, through the evaluation and analysis of questionnaires in disguise relationship
