摘要: 國家基礎建設競爭力,攸關一個國家經濟發展的優劣,然而國家基礎建設涵蓋範圍廣泛,如何由眾多國家基礎建設中,選擇加強重點項目,是極為困難之決策。本研究考量國家在單項指標之競爭力表現,以瑞士洛桑管理學院(IMD)出版之國家競爭力年報(WCY)為基礎,提出國家競爭力指標之創新選擇機制,利用群集化分析技術與模糊評價方法,並以三維競爭力判別矩陣方式呈現出本國基礎建設指標的競爭力優劣情況,研擬絕對優勢、相對優勢、一般觀察、重點觀察、一般改善、重點改善、相對劣勢及絕對劣勢等策略矩陣,建立公式化選擇國家重點基礎建設項目之決策模式,並探討本國與其他國家(新加坡、韓國和墨西哥)各項基礎建設優劣差異。
The degree of the country's economic growth is based on the infrastructure of nation competitiveness. Creating a policy regarding infrastructure strengthen is complicated. This research proposes model base on the national performance of single indicator, then refers to the World Competitiveness Yearbook (WCY) published by the Institute for Management Development (IMD). Applying Cluster analysis and Fuzzy evaluation method establish the 3D discrimination matrix of nation infrastructure competitive to plan absolute strength、relative strength、generally observation、emphasis observation、generally improvement、emphasis improvement、absolute weakness and relative weakness et investment strategy. Try to comparison of Taiwan and other country’s (Singapore、Korea and Mexico) infrastructure of nation competitiveness.
