摘要: | 本論文是研究如何在半導體廠建置一套完整之承攬商電子化管理系統,透過承攬商電子化管理系統建置,有效達到管理承攬商之目的及掌握承攬商作業之風險。承攬商電子化管理系統之建置,是以相關法令、規章、制度要求為基礎及承攬商在半導體廠進行承攬作業各階段管理所需之管控重點,透過程式設計電子化進行管理。管理系統主要功能及目的說明如下:
1.廠商基本資料庫及教育訓練管控:建立承攬商工廠及作業人員基本資料庫為管理之基礎,並確認作業人員已完成訓練取得電子化條碼工作證。
2.廠商進出管理:透過刷條碼卡管制廠商作業人員、機具及物品進出廠區,落實門禁管理。
3.廠商作業許可管理:作業人員進廠作業刷卡時,必須要與作業許可單連結,以確認該廠商入廠作業之內容及地點,增進廠區安全。
4.廠商違規管理:透過電子化管理可有效立即掌握承攬商在廠內違規記錄、並透過系統追蹤改善狀況,達到管理之目的。
5.統計及分析報表:經由統計報表,可分析承攬商違規狀現況,作為廠商評鑑參考資料,並且透過統計分析,找出事故原因,預防事故再發生。
藉由上述系統功能之建立以達到有效管理廠商各階段作業管控之目的,對於半導體廠複雜之承攬商管理特性,需要一套完整有效的管理系統,減少作業管理之成本、提升承攬商管理之效益及增進作業場所安全。
關鍵詞:承攬商管理、承攬商電子化管理系統、作業場所安全 This synopsis deals with how to develop a package of integral electronic management system over the contractors to serve the purpose of effective management of the contractors thru the functions of the said management system as well as taking control of risks of the contractors. The electronic management system over the contractors is developed in line with the relevant laws/codes, standards and systems, as well as key points for management over the contractors when the contractors are working at semiconductor plant so as to facilitate the electronic management thru design of the relevant programs. The following will describe the chief functions and purposes of the management system: 1.Management and control of the contractors’ basic databank and education and training: The establishment of basic databank of the working personnel of the contractors will serve the purpose of management and assure that the said personnel have received proper training and acquired electronic bar-coded working permit. 2.Control of entrance into and exit from the plant: Control of the contractors’ working personnel, machinery and materials moving into and exit from the plant by means of inserting the bar-coded pass will facilitate the materialization of control of security for entrance/exit management. 3.Control of working pass for the contractors: The security guard of the plant shall assure that the contractor’s working personnel who insert the bar-coded pass in conjunction with presentation of working permit so as to confirm their working items and the working location as required for security in the plant compound. 4.Management of irregularities on the part of the contractors: Thru electronic management, the plant superintendent can take control and check on records of irregularities of the contractor and thru tracing system the plant superintendent can find out the results of corrective actions taken by the contractor so as to serve the purpose of management. 5.Statistic and analytical reports: Statistic report may facilitate analysis on the status of contractor’s irregularities, which in term, will serve as reference for assessment on the performance of the contractor. Thru statistical analysis, plant superintendent may find out causes of accidents and take effective measures to prevent recurrence of the similar accidents. The foregoing system shall be implemented to serve the purpose of effective control of the contractors throughout the various operation phases. In the light of complexity in the characteristics of semiconductor contractors, it is mandatory that a package of effective management system be established, which will cut down operation and management costs, upgrade the effectiveness in contractor’s management system and safety at the working sites.
