摘要: | 自70年代以来,历史建筑的再利用已在西方世界蓬勃发展,早已取代50、60年代大拆大建的都市更新手法,反观我国都市更新运动过程落后西方先进国家十余年,却同样步上国外古迹保存与都市更新互相冲突之后尘,而且目前仍走在国外保存演进的轨迹之上。回顾台湾的冲突事件中以三峡老街保存最具代表性,虽然近年来学者专家已引进先进国家对古迹、历史建筑等文化资产的保存观念,但由政府主导整修的观念仍未改变,就算以促参法与民间共同整修历史建筑与古迹,却仍局限于单一建筑物个体。随着各国政府财政日趋撷踞,民间资金不虞匮乏的条件下,民间参与公共建设已是世界经济发展的重要趋势,关于历史街区的保存,国外早有民间参与之案例。 本文以三峡老街为个案研讨,假设以OT方式由民间参与历史街区经营,探讨其可行性。本研究发现:1.在法律可行性与市场可行性上确实可行。2.在民意可行性上有待与居民沟通。3.在财务可行性依本研究之假设亦可行。 本研究提出建议与后续研究方向,期望能作为日后推动类似历史街区保存的参考。 Since 1970, reuse of historic buildings has been extensively developed in the Western World and has replaced the urban renewal strategy of dismantling old buildings and setting up new buildings of the 50’s and 60's. In contrast, even though our country’s urban renewal process lags Western developed countries for more than ten years, like these countries, we face the same conflict between historical site preservation and urban renewal, and we currently follow the foot steps of how preservation evolved in these countries. Looking back at the conflicts Taiwan has had, the preservation of Sansia Old Street represents the best example. Although scholars and experts had introduced the idea used by advanced countries on preservation of cultural properties, such as historic sites and building, the idea of having the government carrying out renovation plan predominantly has not changed. In the cases where one were to proceed with the renovation of certain historic buildings or sites through collaboration between the government and private parties as regulated in “Law for Promotion of Private Participation in Infrastructure Projects”, the renovation is limited to single buildings. Whereas government of each country having tighter financial budget yet private parties having enough capital available, allowing private parties to involve in public construction has been one important trend in the economic development around the world. With regards to the preservation of historic neighborhood, there have long been cases of private party’s involvement in foreign countries. This article takes only the Sansia Old Street as a case to study and discuss the feasibility of hypothetical reuse of historic building involving private party’s operation through OT. The following is the conclusion of this discover: 1.It is workable on law and market. 2.Wether it is workable on public opinion, denpending on the discuss with residents. 3.According with the hypothesis, It is also workable on finance. It also makes propositions and after-study in hoping to become a reference of consideration in future plan on preservation of historic neighborhood. |
