摘要: | 由于政府预算有限,于民国88年制定“国立大学校院基金设置条例”,所有国立大学校院自民国89年起须设立校务基金,自行掌管经费支出的部份。加上近年来教育部已明示不补助国立大学宿舍的兴建,并指出对于具有自偿性之公共建设计画,尽量鼓励民间投资,采用BOT模式兴建宿舍,希望能藉由民间专长与资金兴建并经营宿舍,提升品质与效率。故校方兴建宿舍资金来源可以寻求民间资金或自行贷款筹措经费。事实上,民间参与模式并非只有BOT一种,还有其他不同型态的模式。本研究以交通大学目前正在进行之宿舍案件,选择民间参与模式中之BOT与BT-OT模式为代表,从中探讨两模式在兴建学生宿舍上之适用性与可行性分析,并指出校方采用BOT模式兴建宿舍可能忽略的潜在风险与问题。一个良好的计画案,财务规划总是成败之关键。从国内外BOT案件来看,几乎所有失败的BOT案都是发生在财务方面,本研究透过财务模型的设计,从财务面探讨两种模式之可行性,以期对本案有一个更完整的评估。并探讨在一完整的BOT案中,校方所应扮演的角色,归纳出其间之权衡点以为其后之公共建设參与者引以參考。 BOT计画若执行得当,一方面可减轻政府财政负担,一方面又可为民间业者带来商机与创造就业机会,且能以较有效率的方式去兴建及经营公共建设,能为社会创造多赢的局面。然而民间参与并非只有BOT一种模式,且BOT模式尚处于起步阶段,国人在实行BOT模式的同时,应对BOT模式的内涵详加了解,选择适当之民间参与模式,才能知其弊、用其利,达到民间与政府双赢的局面。 Because of the pressure of fiscal expenditure, the government budget for education has decreased recently. In 2000, the government enacted the regulation called “The Establishment of Funds of National University”, required all national universities setting up school funds for their own administrative affairs. Partial expenditure must be raised by school themselves. Actually, BOT is not the only mode in private participation, there are still other kinds of modes. This research chooses BOT and BT-OT modes as representatives to analyze the feasibility in building University Dormitories. Promoting private participation in infrastructure projects has been a major government policy recently. And due to reduction of financial aids form the Department of Education, some universities are encouraged to apply BOT method to build campus dormitories. In spite of some advantages for schools to use BOT model to build campus dormitory, there are still some potential risks and problems that people don’t be aware of. This research takes National Chiao Tung University dormitory case as a base case to evaluate its investment, financial and law feasibility and makes a comparison between the BOT mode and BT-OT mode for campus dormitory development undergone by national universities. This objective of this research is to analyze advantages and disadvantages of each method in order to provide suggestions for correlatives to understand BOT mode further. |
