標題: 應用資料探勘研究營造業重大墜落工安事件發生原因-以台灣為例
Applying data mining to study the associations between the causes of serious safety events caused by falling in construction industry-A case study of Taiwan

摘要: 過去十幾年來,全世界營造業的勞工因墜落致死或導致殘障的案例數一直居高不下,對傷亡者家屬和社會經濟所造成的影響和衝擊非常的大。在台灣,每年營造業重大傷亡人數中,約有50%以上是由於墜落所造成的。雖然,近年來政府積極加強勞動檢查和安全衛生檢查有一定的成效,墜落災害的發生仍是營造業所有職災類型中最高的。因此,本研究將對民國90-94年的324筆重大墜落災害原因進行分類與統計,依此定出六個關於職災發生原因的研究項目,再藉由資料探勘來瞭解這六個研究項目中災害發生原因的關聯程度,進而提出改善職業災害發生的建議。 在這六個研究項目的探索結果發現「未設置安全衛生管理人員」與「未設置護欄、護蓋或安全護網或拉設安全母索等防護設備」是中度關聯,推測原因可能是安全衛生管理人員的成效有再發揮的空間,而安全衛生管理人員之所以效力未完全發揮可能是因為輔助工具的不足。目前國內相關單位努力地推動安全管理制度及整合營造業施工現場安全衛生管理與監控等系統方案,如果可以搭配這些系統方案,相信可以有很大的改善。另外根據本篇論文的研究,推論(一)若降低「未設置安全衛生管理人員」的情形就可以降低「勞工未接受安全衛生教育」,然後「勞工有不安全行為的產生」也會降低;(二)若降低公司「安全衛生工作守則未向檢查機構核備並落實」的情形也可以降低「勞工未接受安全衛生教育」,然後「勞工有不安全行為的產生」也會降低。因此如果可以落實設置安全衛生管理人員和要求公司向檢查機構核備並落實安全衛生工作守則,以及加強勞工在安全衛生教育訓練的吸收度,應該可以有效降低勞工不安全行為的產生。(三)墜落災害發生率最高是在夏天,本篇論文推測可能是與雨量和氣溫高有關。
In the past decades, the amount of the labors who died or injured caused by falling in construction industry is still high. Those accidences impacted related families and economy by a large scale. More than 50 percents of people who died or injured in construction industry is due to falling in Taiwan. In the past years, Taiwan Government tried hard to enhance the safety inspections for reducing the numbers of accidents in construction industry. But, the number of accidents caused by falling is still high. In this study, we used the accident investigation reports as data source to study the associations between accident causes, totally 324 cases from year 2001 to year 2005. There are six categories are used to classify the causes. Then data mining techniques are used to study the association between these six categories. In this research, we found that the association between these six categories are high, except the association between ”Safety inspection not in place” and “protection equipments are not in place.” What could happened was that the safety inspector was not functioned very well. And the cause of that was being lack of useful tools.
