專案管理工程契約知識管理系統之建立

Abstract

本研究針對專案管理、工程專案管理、工程契約及知識管理技術等文獻進行回顧，並將國內公共工程委員會、內政部營建署、台北市捷運局、FIDIC等契約範本條文整理，以工程會架構為主架構，將四個工程範本條文間的相對性進行整理比對，把比對過之條文精神保留但條文簡化，並建立契約管理實務架構，以營建署之組織為探討對象，擬定組織知識管理架構，探討組織知識管理架構試行之可行性，其建立步驟依知識管理之架構進行系統化分析、程式模型建構、程式語言撰寫、系統測試及系統修正等工作。嘗試建立契約知識管理架構下契約產生系統以協助契約知識管理之推動，以發揮契約知識分享、推廣及創新等工作，有助於改正工程契約的公平性和風險責任問題之釐清以及規避與預設爭議處理問題機制等。

The purpose of the research is to retrace the document of Project Management, Professional Construction Management, Construction Contract and Knowledge Management. Firstly, we collect the samples of contracts of Public Construction Commission of Executive Yuan, Construction and Planning Agency Ministry of the Interior, Department of Rapid Transit Systems of Taipei City Government and International Federation of Consulting Engineers. Then, we simplify and systemize the contracts by Knowledge Management tactic. Finally, we build up a system to help establish contracts by Knowledge Management theory and framework. If the new system is comprehensively used, we will have clear responsibility, fair contracts and less dispute.
