電子病歷資訊隱私關懷量表之建構與電子病歷隱私關懷模式之驗證

Abstract

本計畫主要有三項主要之研究目的，包括：1)建構「電子病歷資訊隱私顧慮量表」；2)從電子病歷資訊隱私顧慮觀點探討民眾就醫時是否願意提供個人完整健康資訊及影響此意願之相關因素；3)探討隱私保護相關法律及醫院隱私保護政策對於民眾電子病歷資訊隱私顧慮的影響，以及民眾產生電子病歷資訊隱私顧慮時，對於其個人健康資訊隱私保護行為之探討。本計畫為三年期研究計畫，第一年採用調查研究法進行，研究對象為國內民眾，調查樣本將依台灣民眾地理分布與人口學等特性進行分層抽樣，所蒐集資料將以探索性因素分析和驗證性因素分析等方法建立電子病歷資訊隱私關懷量表。第二年則探討民眾就醫時願意提供個人健康資訊的影響因素，包括：電子病歷資訊隱私顧慮、信任、風險、以往隱私被侵犯經驗及健康資訊敏感度等因素，將採用調查研究法，以國內民眾為調查樣本，與第一年計畫採相同抽樣法，回收資料將以因素分析與結構方程模式進行分析與模式驗證。第三年則探討隱私保護法律與醫院隱私保護政策對民眾電子病歷資訊隱私顧慮的影響及電子病歷資訊隱私顧慮對民眾健康資訊隱私保護行為之影響，採分層抽樣法調查國內民眾，回收資料將以因素分析與結構方程模式進行分析與模式驗證。

The purpose of this study is threefold. The first purpose is to develop an instrument for the Concern for Electronic Medical Records Privacy (CFEMRP). The second purpose is to investigate factors affecting behavioral intentions of patients to provide health information from the perspective of CFEMRP. The third purpose is to investigate whether CFEMRP will be affected by government regulations and hospital policies on health information privacy protection and also to investigate the relationship between CFEMRP and information privacy-protective behavior of patients. This research project will be carried out in three years. In the first year, survey methodology will be utilized, and the subjects are citizens of Taiwanese. Stratified sampling will be conducted according to the geographical location and demographics of Taiwanese population. The collected data will be analyzed by using exploratory factor analysis and confirmatory factor analysis to develop the instrument of CFEMRP. In the second year, this project will investigate factors affecting behavioral intentions of patients to provide health information, namely, concern for Electronic Medical Records privacy, trust, perceived risk, past experience of privacy violation, sensitivity of health information. Survey methodology will be utilized and subjects are Taiwanese citizens. The same sampling method as the first year will be adopted. The collected data will be analyzed by utilizing factor analysis and Structural Equation Modeling (SEM). In the third year, the project will investigate whether CFEMRP will be affected by government regulations and hospital policies and also to investigate the relationship between CFEMRP and information privacy-protective behavior of patients. Survey methodology will be utilized and stratified sampling as the first year will also be conducted to collect data. Factor analysis and SEM will be utilized to analyze the collected data.
