摘要: 交通运输系统中,多元化的用路人会依需求的不同,而对交通设施与运输服务产生不同的需要,然而,因应不同需求的目标常常是相互冲突的。运输多样性(diversity)的基本定义即为不同权益关系人(stakeholders)需要(needs)被满足的程度。过去关于永续运输(sustainable transport)之研究,多着重于经济、社会及环境观点,但缺乏永续运输与权益关系人需求之关联分析。永续运输指标研究中,多探讨指标的代表性,但对影响永续运输指标的因果关系(causal effect)分析较为不足。此外,运输规划者进行资源配置(resource allocation)时,尚无系统化的评估决策模式可应用,导致无法决定运输建设资源配置的优先顺序,而无法达成永续运输之目的。
有鉴于此,本研究根据永续运输及多样性相关文献,以归纳问题特性并探究关键之指标与架构。继而,研拟同时满足运输权益关系人不同需求之多样性,及符合永续发展之指标群,并探讨该指标群与永续运输间之相关性。此外,本研究将建立具因果架构(Causal framework)之永续运输系统,以利公部门评估如何有效配置运输建设资源、有系统地提升运输多样性与永续性。最后,将研拟都市永续运输之规划模式,以求解并验证都市永续运输评量系统之可操作性,藉由情境分析评估公共建设资源之配置对于都市永续运输及多样性之绩效。
The different transport stakeholders with diverse demand have different needs for transport infrastructures and services in the urban transportation system. However, to meet the objectives of sustainable transport implies the trade-off consideration of benefits and costs among these different stakeholders. The transportation diversity could be defined as the satisfied level among the needs of stakeholders. Although many past researches discussed sustainable transport in economic, social and environmental aspects, few researches developed the association between diversity and sustainability. The meanings and measurements of sustainable transport indicators have been explored in the literatures but the causal effect between indicators and their affecting factors was not established. In addition, there lacks an optimization decision model to help transportation planners to allocate resources in order to achieve the sustainable transport objectives.
Based on this, this study will first review the literatures of sustainable transport and diversity, and establish a sustainable transport indicators system based on the transportation diversity. Besides, we will establish a causal effect framework to explore the relationship between indicators and their affecting factors to help planners to increase the transport sustainability and diversity systematically. Furthermore, this study will build up a resource allocation multi-objective programming model for urban sustainable transport to optimize the transportation resource allocation and to evaluate the outcome among different scenarios.
