自由的兩難：臺東池上慣行與有機稻作的交織政治(1984-2016)

Abstract

近年來，臺東池上的稻田景觀不只成為多數媒體與觀光客對池上的第一印像，更儼然成為池上的代名詞。本論文希望釐清池上稻景形成的社會經濟脈絡，指出池上米產業不僅與80年代以來的國際農糧體系轉型相關，也與臺灣慣行良質米與有機稻米的交織發展密切相關。首先，本文關注臺灣於80-90年代向國際農糧體系讓步的糧政策略下，池上在良質米產銷計畫推動過程中的位置。其次，本文釐清2000年後，池上米在國內外市場競爭壓力下追求品質提升並建立相關制度的過程。最後，本文將透過池上有機稻米的推動處境，探討池上米業在農業自由化的過程中所遭逢的兩難。

These years, the rice landscape of Chihshang show the first impression of most medias and tourists. The rice landscape is just like a synonym of Chihshang. This research intends to investigate the social and economic context of this landscape. In this research, I try to point out the rice industry of Chihshang is related to the changing of the international food-agriculture system in the 1980s, and also the inter-politics of conventional and organic rice agriculture in Taiwan. First, I focus on the position and effect show in the process of ‘good-quality rice’ plan in Chihshang when Taiwan government made a concession to the international food-agricultural system. Second, I clarify the process of building rice industry quality system in Chihshang under the domestic and foreign market competition. Finally, I will explore dilemmas in the process of agricultural liberalization through the promotion of organic rice in Chihshang.
