都市計畫樁位測定品質管制之研究

Abstract

在經濟建設的指標中，如何落實都市計畫以其為改善居民生活環境，並促進市、鎮、鄉、街計畫均衡發展。為使都市生活之經濟、交通、衛生、保安、國防、文教等重要經濟建設作有效執行，必須從都市計畫樁位確定測量及公告，進而辦理地籍分割測量。是故，如何完成都市計畫樁位測定品質管制之提昇是本次研究中心課題。本研究主要在探討都市計畫樁位測定作業過程中如何在標準作業程序下(以內政部土地重劃工程局都市計畫樁測定為架構)探討實質作業優缺點及改進作業事項，對於各項作業模式以實務的觀察加以分析和探討。並且以一實例(基隆市中山國中細部計畫)分析中研究控制測量及導線測量中以傳統抽樣和系統抽樣分別不同比例抽樣結果。確認在傳統抽樣可靠度比較差，因於在作導線查核以傳統抽樣比較容易檢核判斷是否合於規範，故而要提昇測量品質管制查核，應以傳統抽驗為佳。而在探討樁位放樣，基本上經過嚴密導線平差查核後，其樁位成果放樣，在以統計品質手法做各個不同百分比檢核下，其成果都合於常態分配的信心區間，是故在規範要求下樁位抽驗查核百分之五以上數量，樁位成果精度是可以通過作業規範要求。

Piling setting in Urban planning region and Cadastral survey are a basis of national construction and protection of the properties of the people. Traffic, land policy, planning and use of land, environmental protection, etc. require surveying and drawing of piling maps as the foundation of establishing complete information on land as well as policy implementation.Therefore,quality control of piling setting in Urban planning region is the main object of this research. The purpose of this research is to evaluate the operation procedure of piling setting in Urban planning region—based on piling setting operation procedure of LCEB, to explore the different result of traditional sampling and Systematic sampling in quality assessment of control survey. Our experience of quality assessment during the Keelung Piling setting project shows that traditional sampling method is much more reliable in quality assessment of control survey result. Then the number of sampling in quality assessment of piling setting is explored. We conclude that the sampling number over 5% of total piling is acceptable.
