標題: 運用計畫評核管理(PERT/CPM)改進台北市都市細部計畫通盤檢討案業務之研究

摘要: 臺北市都市計畫已全部規劃完成,今後如何定期通盤檢討原訂計畫,使市政建設藍圖趨向完美,而符民意,乃本論文所關切者。 本論文著眼於改進過去都市細部計畫檢討業務之作業程序,提高作業品質及其效率,使都市計畫能迅即檢討修正,動態因應社會環境之變遷,並解決臺北市都市計畫處人力不足之困窘。 本論文首先對該業務之作業程序、作業特性、作業所需資訊及過去都市細部計畫案所發揮的功能與效益問題,作詳盡的探討,並找出作業滯延因素。 其次統計六十八年四月至七十年三月間作業量,發現其集中於七、八、九、十月,呈單峰不均分配現象,嚴重影響人力調配,致作業滯延不前,用擬訂長期、短期策略,以促使作業量全年平均分配。並以統計預測法,建立預測模式,預測七十一年度工作量分布情形,作為機動調整工作及人力之分派,排定作業時和之前導。 為尋求最佳作業程序,並利於重點管理,乃運用畫評核術,研擬作業網圖,確定要徑作業;利用網圖進一步縮短作業時間,評核成功率;再以人力拉平法求出最佳人力負荷之工作排程。經由反復計算結果,將一年的工作縮短為九個月內完成,並使工程人員人力負荷減至原來的86%,技工人力負荷減至原來的61%。 為使計畫落實,乃予建立有效的蹤查、管制制度、訂定實施步驟,以利掌握狀況,乃使用例外管理,減輕主管管理事務。並擬電腦程式,快速處理各承辦人員提出之工作計畫網圖及網圖動態調整之需求。 本論文撰寫期間,部份構想,業由臺北市政府都市計畫處作實驗性的動作,對執行的結果及有關問題亦提出建設性的看法。<end> 摘要(英):<begin> The urban planning for Taipei City has been totally completed. what this thesis is concerned is that as how a periodical overall rev-iew on the original planning should be conducted so that a perfect bluepring of urban construction can be attained and the demand of city dwellers can be met. This thesis is aimed to improve the review of operation procedures over the previous urban detail planning made, and uperade the operation quality and its efficiency in order to have urban planning rapidly reviewed and revised in time and have the activeties adjusted with the alteration of social environment, and further solve the difficult problems of inadequacy of manpower for the Department of Urban Planning, Taipei Municipal Government. This theis initially was probed deeply in the aspects of operation procedures, characteristics of operation, the requirement of information for operation, and the function and benefit achieved on the previous urban detail planning made so as to work out the causes of delay. Furthermore, a fact was discovered that the high peak of work load was noted respectively on July, August, September and October when a statistics was conducted on the work load. Consequently, the assignment of manpower was seriously affected and the operation was thus stalled off. In connection with the above facts, a long and short term program are worked out in order to achieve an average annual work load. For flexible adjustment of work and manpower and a reference to be made for arrangement of timeschedule, a forecast model is completed by means of Statistical Forecasts to predict the distribution status of work load for 1982. The program evaluation and review technique are applied to seek for an optimum operation procedure conducive to the management of vital points. A preparation of operation network was written for firming up the critical path operation. With the operation network further shoutens the operation time required, and evaluates the opportunity of success. An optimum working schedule of load of manpower was written by using method of manpower leveling. After repeatedly calculation was implemented, the work for the entire year was shortened and completed in nine months instead of twelve months and further dropped the load of manpower of engineering personnel to an extent of 86% of original planning and the load of manpower of technicians to an extent of 61% of original planning. To enhance the execution of planning made, an efficient follow up and control measures were established. For control of work progress a detail execution measure is also written. For control of managing work load imposed up on theh supeiors, responsibility of each echelon was strictly enhanced. A computer programming was presented for rapid handing of the network proposed by persons in charge and the requirements on adjustment to be made on change of network. Dring the period of preparation of this thesis, partial concept of it was implemented on the bassis of experimentaton by the Department of Urban Planning, Taipei Municipal Government. As a result, relevent points in regard with execution and constructional views were eventually presented.
