Abstract: IC卡科技的問世, 實將卡片界帶入了一個新的境界。總體而言, 其較傳統
磁條卡片具有: 記憶容量大、安全性佳、具內部控管能力、與可離線作業
等優點。有鑑於其龐大之系統效益, 目前已有包括: 法國、日本、美國在
內之諸多國家, 投入IC卡相關之應用發展。我國也自民國77年展開IC 之
應用規劃, 目前並已進入實際應用的階段。觀諸國外IC卡之應用先例, 其
推動工作成效各異。本論文即從策略規劃的觀點出發: 除對IC卡之技術現
況與應用趨勢, 作深入之探討外; 另一方面, 則藉由對國外推動經驗之學
習、與對我國應用環境之分析, 進而對我國整個IC卡之推動工作, 提出策
略性建議。為驗證IC卡應用功能之實用性, 並以實際之規劃經驗強化提出
策略性建議之基礎, 於本論文中, 並分別對IC卡於高速公路自動收費系統
、與於交大校園中之各項可能應用及系統作業方式, 作了實例性之個案探
討。
The development of IC card technologies has evoloved the " card
" business into a new era. Comparing with magnetic cards, IC
card has several enhanced attributes, including larger memory
capacity 、higher security 、built-in CPU for logic and control
、 and applicability for off-line authorization process. Owing
to the great impact and benefits IC card systems can produce
,coun- tries such as France、Japan、US and others have devoted
efforts toward the development of IC card technologies and
applications. Taiwan began planning for IC card applications
back in 1988, and has entered the implementation stage now.
Different IC card deployment strategies have caused different
impact in different countries. This research started from
acquir- ing the latest progress information on IC card
technologies and potential applications; learning from other
countries' deployment experiences; and understanding the
characteristics and needs in Taiwan .The objective is to
provide some inputs toward the formu- lation and recommendation
of our domestic IC card strategies. In order to gain more
thorough knowledge about the implications of migrating IC card
applications , this research also conducted case studies on
applying IC card in ETC (Electronic Toll Collec- tion ) system
as well as in the campus environment.
