摘要:	本研究選定電信自由化議題,從政策法規的角度出發,探討台灣電信改革的實然與應然.而改制後的電信公司面對著陌生的新市場體制,其經營概念與方法的變遷,亦為本研究的探討主題. This study on telecommunication searches for explanations for the telecommunications reform in Taiwan and makes suggestions on what the decision-making party should do for a policy regu- lation point of view.
