dc.description.abstract核能安全是全世界關注的問題,如何有效管制各國的核子物料,是國 際社會共同的責任。依據國際原子能總署(IAEA)核子物料(safeguards)和 國內原子能法等有關規定,對於核子物料之產生、異動與應用等資訊,均 必須有效管制。 國內核子物料的管理,以往均採人工作業,非 常費時費力,且不易掌握正確的料帳。然而,電腦化是核子物料管制透明 化與最有效的方法。本研究即針對核子物料的作業規定及管制流程,應用 主從式架構、物件導向設計、關連式資料庫、分散式資料庫等資訊技術, 建立核子物料電腦化管制系統。 本系統的特色在於可對核子物料進 行種類及數量的自動稽核,其目的是要掌握全國核子物料的帳目、減少人 工作業與人為疏失,增進核子物料有效利用,提供管理者與決策者正確的 即時資訊,並進而提升國內的核能安全與核能工業。 'Nuclear Safety' is the problem everybody concerns about all over the world. It is our responsibility to control nuclear material efficiently. According to related regulations in domestic atomic energy laws and international nuclear safeguards, nuclear materials should be monitored on production, changes, and application. The management of nuclear material in Taiwan is to use human effort, and it waste time and effort, therefore we cannot have the correct account of nuclear material. However, Computerizing is the most effective method of controlling nuclear material. The project is to construct a computerized nuclear material control system for the AEC. The objectives of this research are to control the account of nuclear material all over the country, to reduce the human effort, to use nuclear material effectively, to offer managers the correct and immediate information, and to promote the nuclear safety and the nuclear industry in Taiwan.zh_TW
