摘要: 长久以来,经验法则以及政策指示一直是台铁在列车安排以及停站规划时
的主要依据,由于缺乏一套有效的规划程序,列车频繁停站的结果导致城际
长途客运列车的角色逐渐模糊,并使得列车的服务水准降低.因此,本研究
乃针对城际客运列车的安排以及各列车的停站规划,发展出一套有效率的
启发式列车规划求解模式,使日后的列车规划能够有所依循.大致上旅客的
日需求型态可分为一般日,周末例假日以及连续假期三种,不同日需求型态
旅客起讫的时间与空间分布特性有极显着的变化,因此有必要依据不同日
需求型态的旅客特性设定不同的模式目标,再依模式设计的逻辑与程序将
旅客需求转换成列车供给,做到真正以需求为导向的列车规划.根据本研究
的列车规划结果显示,假日时的运能不足的确是目前台铁在列车安排上最
棘手的问题,但是即便如此,透过本研究的规划模式还是能有效的改善目前
长途列车在沿途频繁停靠的问题.此外,将模式规划结果与现行列车时刻表
比较,证实本研究的列车规划模式具有不错的实用性,对于列车的前期规划
程序极具参考价值.
The empirical rules and administrative orders are the primary
ways for Taiwan Railway Administration (T.R.A.) to arrange the
trains and their stops. It's not an efficient planning process
obviously. As a result, the role of long-haul passenger train is
becoming unclear and the associated L.O.S. is degraded with
frequent stops. To solve this problem, a heuristic intercity
passenger train planning model is developed. In general, travel
demand can be classified into three types as weekday, weekend
and holiday. The three demand patterns have significant
difference. Consequently, there is a need to set models with
different goals suitable for the demand patterns. With the model
and its planning logic, a demand-oriented train plan can be
deviced. Based on the study result, the most serious problem of
T.R.A. is capacity shortage during the weekend and holidays.
Nonetheless, the frequent stop problem can be solved by the
model. Furthermore, comparing the model result with the
published timetable shows that this model is realistic and is
highly recommended for train planning.
