Abstract: 技術移轉和研發成果之擴散,對產業發展和經濟成長有其重要之影響力 。事實上,由各先進國家競爭態勢看來,研究機構之科研成果的移轉應用 ,已逐漸在各國產業發展政策或策略上,形成不可或缺的一環。以國內而 言,許多研究機構以「科技專案」的方式,接受政府委託進行專案研究, 但由於研發成果與市場仍有一大段距離,再加上「時間」的變數,因此技 術移轉之效率很難加以仔細評估。本研究為了評估研究機構之技術移轉效 率,特採用資料包絡分析法,並根據實證資料的搜集情形,逐步構建出技 術移轉效率之評估模式。最後,並針對評估結果進行評估要項分析、效率 分析、無效率單位分析及效能分析,以作為研究機構與政府相關單位之決 策參考。本文以國內某研究機構與民間企業進行之二十六項冷凍空調技術 移轉案為個案研究對象,結果證明:本文構建出之技術移轉效率評估模式 ,不僅貫徹以多重準則來衡量技術移轉效率的精神,同時更能公平且客觀 地評估出各技術移轉案的相對效率。 Technology transfer and diffusion of R&D resultshas large influence on a nations industrial development and economic growth. The transferof technologies from research institutes toindustries has played a key role in the industrial development process of developed countries.In Taiwan, the government sponsors research institutes to engage key technology development projects.Because there is a large gap between R&D resultsand marketable products, so the efficiency oftechnology transfer is hard to evaluate.This research adopted Data Envelopment Analysismethod to construct an evaluation model and acomposite index that can be used to evaluate theefficiency of technology transfer. The evaluation results were further scrutinized with EvaluationFactors Analysis, Inefficient Units Analysis andEffectiveness Analysis. This model can serve as a useful decision-support tool to evaluate therelative efficiencies of technology transferprojects by research institutes and governmentsponsors.
