Abstract: 本研究是以資料包絡分析法(Data Envelopment Analysis)評估科技專 案,又以能源科技專案作為實證的資料,從資料包絡分析法文獻探討中, 發掘及改良可以適用於科技專案的模式,並建立一個完整的評估科技專案 的流程。研究方法係同時採用橫斷面和縱斷面分析的方式,橫斷面用以評 估同一年度的科技專案的執行效率,縱斷面分析用以評估不同年度的總體 趨勢和跨期科技專案在不同年度的的表現。藉由以上分析,在橫斷面方面 ,評估出有效率的執行單位和無效率的執行單位,並建議無效率單位改進 的方向和大小;縱斷面方面,在分析不同年度的總體表現和跨期科技專案 在不同年度的表現,以提供專案執行者和管理當局管理和控制的參考。 This research is based on Data Envelopment Analysis to evaluate the technology projects. With the literature review of the Data Envelopment Analysis and the empirical data from the energy technology project model for technology projects is therefore build and a integrated framework to evaluate technology projects is also produced.Both cross-sectional and longitudinal analysis are adopted as the research methodology. Longitudinal analysis is to evaluate the efficiency of technology projects within the same year, end cross-sectional analysis is to evaluate the aggregated tread of technology projects and cross-period technology projects in different year.By used the analysis above, longitudinal analysis is to evaluate the performance in conducting the technology projects and suggest the direction and difference for those in different units; Cross-sectional analysis is to evaluate the aggregated performance in different year and the performance of cross-period technology project in different year, using these analyses as a reference to those project leaders and administrators for monitoring controlling the performance of technology technology projects.
