Abstract

Radio spectrum is an intangible natural resource. It can be used byany people. And so, its high economical value must be shared by all the peopleof a country. Because spectrum resource is not unlimited and must be used exclusively, the technology used in spectrum management must be upgraded and so the cost of the process will greatly increase. For the fairness and justice of sociaty, the cost must be undertaken by all the beneficiary of the using of spectrum. Spectrum usage fee has been put into practice in advanced countriesfor several years and becomes a worldwide trend. For the sake of promoting thedevelopment of our information industry, creating a reasonable radio enviro- ment to achieve the fair allocation of radio spectrum and efficient utiliza-tion is a main goal of our country. This thesis probes into the characteristics of spectrum resource, therequirement of spectrum and some technical factors influencing the provision-ing of spectrum. After that, we compare the charging systems of some advancedindustrial countries and analyse the essence and difference between those ofthem. Finally, we bring up some principles such as all the spectrum user paying the fee, the preferential treatment to apply, the spirit of self-contained and self-sufficient, and the phasing strategy, when we begin to implement this charging system. ! My conclusion is that we must obey the principles just as above when we implement spectrum charging systemand notice and educate all the spectrum users to upgrade their radio facility efficiency.
