交通部為了建立「汽車駕駛人訓練與考照合一」之制度,自
84年10月份頒佈「汽車駕駛人訓練機構小型車派督考作業審核
要點」,以扭轉以往對汽車駕駛訓練制度只注重考試「結果」,而
不注重訓練「過程」之觀念;希望藉由「派督考制度」之實施,
以促進駕駛訓練機構落實學、術科教學,避免以考試引導教學之
訓練模式;而派督考制度公佈實施迄今三年半期間,台灣地區256
家公民營駕訓機構已有58家申請核准在原訓練場地考照,其家數
分佈在台北、高雄兩市及台灣省五區監理所轄區,而執行以來績
效如何?尚未有相關之研究來探討「派督考」制度之執行情形與
績效。
有鑑於此,本研究乃蒐集國內產、官、學、研、訓各界多次
會商研討執行派督考制度過程中,各相關機關代表所提出對本項
制度之認知差異,羅列「初學開車者」、「駕訓機構」與「公路
監理及交通執法機構」間各族群之認同差異與本制度之盲點,並
提出因應之策略。此外透過問卷之方式,針對目前駕訓機構管理
階層及駕訓學員進行調查,以瞭解現行派督考制度之盲點及分析
派督考實施前後學科課程執行率、到課率、及格率與術科課程執
行率、到課率、及格率之增減趨勢;且利用專家諮詢方式來建立
績效評估指標;並依公路監理機關及已申請核准辦理派督考制度
之駕訓機構所提供之調查數據,分析比較派督考制度實施前後半
年間績效指標之變化。務期透過績效評估指標變化之分析,以彰
顯實施派督考制度之優劣或有無改善之必要,俾供政府決策單位
未來修訂本制度之參循。 Ministry of communication due to establish the system of "The Training of Motor CAR'S driver and the test license must be matched."When the ministry of communication, to bulletin the "Key point of the MOTOR CAR'S driver training mechanism for the small type cars to supervise and to check the operation." In OCT, 1995. So that it can transfer the past failure which means the MOTOR CAR'S drive training system is just to take care for the result of the paper work's examination jobs and Never to take care for the idea of training the procedure. Ministry of communication hope that to enforce of " to send the Supervision system." Such can promote drive training mechanism the really study, technical education, to prevent that the examination to induce the training model of the education. After to send the supervision system for bulletin to enforcefrom Oct.1995 To now for the period 3 years & 6 month, in TAIWAN District, there are 2,56 unit of official & prevate drive training mechanism which had been passed 58 units to request for approve for the examination of test license on the original training area. The distribution included (1).TAIPEI. (2).KACHSIUNG. Two cities, and also including the provencial 5 districts supervising unit. After to take the action, how about the effects? There are none the relative research subject for discussion aboutthe "to send supervision test" system for the state of the take action and the effects. After the conclusion described above, this research must collect the (1).Business enterprise. (2).Official. (3).Educational. (4). Research center. (5). Training unit, etc. for the supervision system for examination & test. Procedure for discuss many times, and how to take practical action.Now, each unit listed above as (1). (2). (3). (4). (5). Their representative are requested about the difference for the acknowledgement this item system, to listed as follows; (1). Initial driver. (2). Drive training mechanism. (3). Public roads. (4).Communication to uphold the law. Each sort for acknowledgement of difference and who can not understand Clearly about the system. To suggest the good policy for solve these trouble. Another method is applied the method of " Selection the answer, dialogue or conversation manner, to understand the management zone layer of the Drive training mechanism and Drive training new comer for observation and the check. Such can realize to understand the trouble of to send the supervision system, then to analysis to send the supervisor whether to enforce for the prevecus & after for the lesson promotion percentage, percentage to the lesson, percentage og 60 point.Passed. And the technical handling lesson for the percentage for take action.Percentage to the lesson, and the percentage of 60 point passed defree for the tendency of increased or decreased. Applying the specialist to ask the question manner to establish the effect Estimate level, in according with the public roads supervision office and requested and to be apploved to send The supervision system which supplied by the Drive training mechanism for the investigated date, After the analysis and comparison, to send the supervision system, after the enforce For half year, to see the change on the effects & the purpose level. It must be passed the effects estimated purpose change for analysis. Which must be appear to enforce to send the supervision system whether good or bad or having necessity for rovements required. This is used for government decision unit for the reference to revise such system. |
