摘要: | 发展都市大众运输系统为我国重要交通政策,而政府每年编列庞大预算补助亏损之市区公车路线,并希望能藉由路线之开放经营,提升市区公车系统之品质。高潜力需求路线即成为政府善用补贴金额以改善市区公车系统之关键性工作。 本研究首先探讨市区公车高潜力需求路线之意义、影响路线需求之路线特性,并以多元回归分析建立路线营收与路线特性之关系函数。其次,本研究说明找出高潜力需求路线之规划程序,基本原理在于找出既有路网与主要旅次需求走廊之间的供需落差,并利用前述所建函数,进行新规划路线之营运绩效预测,以及分析其对既有路网之影响。接着再探讨高潜力需求路线在市区公车路线开放制度中之意义与运用,根据市区公车路线营运成本,以及路线于未来各年期之盈亏状况,将路线分级,并拟定合理之补贴及开放方式。最后提出结论与建议。 The development of city public transportation system is an important policy. Our government spends much money every year to subsidize city buses, and hopes to raise the service quality of city buses. High potential need route is a key in the process of improving bus system. This study firstly clarifies the meaning and significance of high potential need route and finds out the bus route characters influencing bus route demand. A regression function of the route demand and the influencing factors of bus route is established. After that, procedure to find out the high potential need routes is formulated based on the deviation of trip demand and current bus services. Then the function established early is used to predict the revenue of these new routes, and the impact of new routes to bus system is analyzed. Finally, the usage of high potential need routes is demonstrated and conclusions and suggestions for this study are outlined. |
