赴大陸投資之中小企業的技術需求與技術來源調查之研究

Abstract

近年來台灣的資訊電子業產值已佔全球市場重要地位。深究中小企業之技術來源，除具有研發團隊者能自行研發外，多數中小企業技術來源，大都依賴研究機構的支持，其中工業技術研究院更是扮演重要角色，為我國中小企業創造不少產業價值。但是隨著資訊化時代的來臨，一波波不利的因素迫使台灣中小企業面臨了關鍵性的轉型臨界。提昇現有技術以促進產業升級，儼然已成為台灣經濟持續發展的必然趨向。台灣企業以中小企業為主體，中小企業受限於人力、資金及設備，往往無法負擔研究發展龐大的需求。因此政府相關研究單位，成為產業界重要的技術來源之一。台灣的企業在國際市場上扮演技術跟隨者的角色，許多核心尖端技術均為外部來源供應，如何擬定合適的技術取得策略以提升自己的技術水準，是所有赴大陸投資中小企業最重要的課題。本研究以台灣赴大陸投資中小企業現階段產業技術需求為觀點，探究現有赴大陸投資中小企業技術移轉的現況。研究主題包括：一、赴大陸投資的中小企業現階段的技術來源？二、赴大陸投資的中小企業技術的需求？三、赴大陸投資的中小企業在技術取得的過程中所遭遇的困難？四、赴大陸投資的中小企業在各種技術取得方式上的滿意程度？五、對各種技術取得方式考慮因素的重視程度？此外，本研究將針對不同產業特性的廠商，從事技術引進活動之現況，藉由個案的方式做一系統性探討，以供欲前往投資的台商，在投資技術研究與發展工作時，能有一個依循或是參考的標準可以學習。本研究得到的結論是，在技術需求的問卷調查結果發現中小企業之大陸公司對於管理技術之需求最為重視，其次是對於製程改良技術之需求及產品改良技術之需求。雖然個案訪談的結果指出，所有公司在技術取得方式上各有其考量的因素，但技術取得方式問卷結果與中華經濟研究院的研究報告皆顯示，國內大多數廠商都認為，自行研發為提升技術的最有效途徑。

Taiwan’s high-tech industries play an important role in global market. Small and medium enterprises account for a majority of this economic force. However, the Small and Medium Enterprises, the backbone of Taiwan’s economy, often can not afford huge R&D expense due to lack of manpower, capital and facilities. Most SMEs do not have own research team to support technology development. These enterprises often seek for outside technology resources to fulfill their needs. Therefore, production and transfer of high-tech knowledge by government-sponsored research institutes are pivotal to high-tech SMEs. Most manufacturers learn to acquire product technology from government research units by technology transfer. This research aim to investigate the current status of transferred technology, technology sources and technology demands of Taiwan-based SMEs invested in Mainland China. Fifteen cases in various technology transfer settings are studied to investigate common and unique characteristics. Result of survey demonstrates that mostly emphasized technologies for SMEs invested in China, with sequence of importance, are managerial techniques, process improvement techniques, and product improvement techniques. Most SMEs agree that independent development is the best path for technology advancements. The work also proposes a conceptual framework for technology transfer. Topics for further research and implications for industrial practice are discussed.
