營建業供應鏈管理模式及雛形系統之研究

Abstract

營建業市場近幾年來大幅萎縮不振，工程案量銳減，業者經營艱辛，因此提昇國內營建業者的競爭力，已為當務之急。本研究主要目的在探討營建業裝修工程業者應如何運用資訊管理整合、網路WEB技術和電子商務系統來處理複雜的供應商作業流程以及有效縮短工程排程和降低成本的整合策略；同時藉由文獻探討與個案研究建置一個適合國內營建業的供應鏈管理模式及雛形系統，最後評估其效益及實施方法。本研究挑選營建業裝修工程的一家優良廠商為研究對象，經過深入訪談、資料收集、分析，已充份了解該個案公司實際運作的採發流程及工程作業排程的資訊管理環境。不過，在參訪中發現該個案公司偏重制式資訊管理，忽略與供應商和業主的資訊整合，且未能完整的進入供應鏈體系來面對激烈的環境競爭。本研究建議該公司導入供應鏈管理模式作為企業的有效經營及重要的後勤支援系統。

It is a critical issue for constructors to enhance their competitiveness among others because of the declined construction market and the decreased projects needed for the past years here in Taiwan. The purpose of the paper focuses on how the decorating and housing constructors should make use of integrated information management, internet and web techniques, and electronic commerce systems, to manage complicated operating procedures among suppliers, to effectively shorten construction scheduling , and to lower relevant costs. And through literature reviews and a case study, the paper presents a supply chain management model and prototype system which is suitable to constructors in Taiwan. Finally, the evaluation and implementation for the model is discussed in the paper. A superior decorating and housing constructor is chosen for the case study in the paper. After further interviews, data collection and analysis, the information management environment in which the case constructor actually operates its procurement, development , and scheduling has been well read. However, it is found that the case constructor put too much emphasis on a fixed information system itself, rather than on the information integration among suppliers and the constructor, and failed to completely devote itself to the whole supply chain facing the keen competition. According to the paper, it is suggested that the supply chain management model should be introduced into the case constructor as an important supporting system in order to operate itself effectively.
