摘要: 隨著油氣價格的波動,世界各國的石油公司莫不紛紛投入能源搶奪的行列。本文探討與我國環境條件相仿的亞洲鄰近國家之國營石油公司,於此潮流下所採取之油氣蘊藏取得策略,希能從中獲取一些蛛絲馬跡,並得以引用為我國所用,進而為國家取得更多穩定油氣資源。 本文採用個案分析法及文獻分析法為研究方法,首先探討國際各大油公司之油氣資產取得策略。在蒐集亞鄰各國油公司的現況之後,以SWOT分析法分析其內在能力與外在情勢之變化,並瞭解其因應此種情況所採行之油氣資源獲取策略,並從中擷取適合個案公司參考之策略。 本研究認為C公司的油氣資源取得策略,應分國內陸上、國內海域、國外、非傳統、管理與技術等不同面向討論,並在文中建議未來可採行之策略與執行方案,希能為國內油氣蘊藏之增加盡一分心力。
With the volatility of oil and gas prices, national oil companies in the world have engaged in energy grabbing. This article explores the reserves acquiring strategies of state-owned oil companies of the neighboring countries in Asia, which have similar situations with us. This study hopes to obtain some references which can be used in the case company, and thus to obtain more stable oil and gas resources for the country. Case study and literature analysis methods are used in this study. Assets acquiring strategies of several major international oil companies were discussed at first. After collecting the status of these Asian neighboring oil companies, the SWOT analysis method was used to examine the internal capabilities and external circumstances changes in its situation, and understanding their response to such a situation imposed by the oil and gas resource acquisition strategy, and acquiring suitable reference for our case company. This study suggests that the reserves acquiring strategies of C company, should be divided into domestic, offshore, oversea, unconventional, management and technology-oriented separately in discussion, and suggested that future strategy and implementation which may be adopted of the program, hope to give future strategies implementation suggestion to increase domestic oil and gas reserves.
