dc.description.abstract各国为提升既有能源的使用效率及用电品质与效能,纷纷进行现行电网之升级;积极建置智慧电网(Smart Grid)。智慧电网结合资通讯技术(ICT)、感测技术,形成双向互动的电力网路系统。智慧型电表基础建设AMI为智慧电网之基础,透过加装智慧电表,整合分析电力网资讯,以达到用电之最佳配置、降低电力铺设成本、提高电力可靠性与提高用电效能四大目标。
我国亦于2010年6月23日行政院正式核定电表基础建设推动方案,建置智慧电表基础建设。2012年9月3日核定“智慧电网总体规划方案”,正式启动我国智慧电网建设,经建会规画于20年间分三阶段投入新台币1,399亿元,推动智慧电网建置。
本研究透过搜集比较各国智慧电网建置概况,架构智慧型电表基础建设(AMI)之产业发展经验,撷取可供台湾参考之建议,并采用波特之国家钻石体系理论探讨台湾高科技产业以IC设计与ICT资通讯产业见长之优势,资通及其他相关产业在智慧型电表基础建设产业发展的关键因素。
研究方法藉由文献分析法,探讨欧美及亚洲各国智慧电网与AMI发展趋势,做为研究的理论基础。透过资料搜集,专家访谈及讨论分析,对台湾智慧型电表基础建设相关产业发展趋势进行研究,归纳出研究结果与建议。

dc.description.abstractAround the globe nations are upgrading their existing power grid in order to enhance both energy efficiency and electricity quality and performance. Countries actively setup smart grid. Smart grid combination ICT (Information and Communication Technology) and Sensing technology to form a two-way interactive power network system. Smart meter infrastructure known as AMI is the foundation of the smart grid. Through the installation of smart meters to consolidate the digital information of power grid, we can achieve four goals such as the best allocation of electricity, reduce the cost of power line construction, improve power reliability and improve the electrical performance.
On June 23, 2010, Taiwan government has formally approved meter infrastructure to promote the smart grid program. On September 3, 2012 officials have announced the "smart grid master plan, officially launched the construction of Taiwan's smart grid. In the next 20 years, The CEPD plan to invest NT $ 1,399 million in smart grid construction.
This study is analyst by collecting international smart grid deployment status and experience in the industrial development of AMI; retrieve the relevant information and recommendations for Taiwan. By using Porter's diamond model theory to explore the KSF (Key Success Factor) of AMI industry development in light of the advantages of Taiwan's high-tech industry such as IC design, ICT industry, InfoComm and other related industries.
The research method is through data analysis to explore the smart grid in the U.S., Europe and Asian countries with AMI trends as the theoretical basis. Through data collection, analysis of expert interviews and discussions on the Taiwan smart meter infrastructure industry trends study summarized the findings and recommendations.
