dc.description.abstract綜觀國內重大建築物火警釀災成因,多半為自動報警設施老舊失修、功能不佳與通報時機的延誤。目前建置於一般大樓的消防火警警報裝置系統,在火警發生時只是持續的警鈴發報鳴響或是單組特定語音告警,卻無法於第一時間自動透過廣播設備告知火警發生的詳實地點。 從過往多次的火災警報動作,常看到許多人匆忙逃生至戶外,卻不知道災害發生的實際地點,人員一窩蜂往室外聚集,在此時,警消人員與緊急應變小組必須進入現場逐一搜尋災害確實地點,一來一往之間造成通報時機延誤。有鑑於此,以安全防災技術為根本,結合火警定址語音廣播系統加上智慧化科技設備與網路通信科技之運用,將安全防災系統與中央監控系統進行光纖網路連結與互動,只要有特定的警報作動,透過本系統進行現場語音廣播與自動電話叩報,明確告知現場人員、警消人員與緊急應變人員災害事故發生位置,以期快速動員搶救,有利於災害之預防與人員的順利逃生。 本研究透過光纖網路系統之運用,搭配IP廣播系統、IP影像管理系統與設施自動監控系統,在有效的資源環境下管理各重點機房區域安全,以有限的經費預算達成最大綜效,建構一個安全舒適的研究院區。 關鍵字:火警定址、定址語音廣播、自動電話叩報zh_TW
dc.description.abstractMost major domestic building fire disaster brewing were due to dilapidated old facilities for the automatic alarm, functionality and delays of reporting timing. Currently, the fire built on general building fire alarm system in case of fire alarm transmitters only sustained a single set of specific speech sounds or alarms, but it was not automatically inform the fire through the broadcasting equipment of informative sites for the first time. From many of the fire alarm action in the past, it often saw that there were many people rush to escape to the outdoors, but they did not know the actual disaster sites, personnel rushed to the outdoor gathering, at this time, police and fire personnel and emergency response teams must enter the site each search disaster exact location, it cause timing delays of communications. For this reason, in order to secure the fundamental prevention technology, we combined voice broadcasting addressable fire alarm system coupled with intelligent technology equipment and network communication technology, and the safety and disaster prevention systems and central monitoring system were connected and interacted by fiber-optic network, as long as there is a specific alarm actuation by the system on-site voice broadcasting and automatic call-out report, it was be clearly inform on-site personnel, police and fire personnel and emergency response personnel disaster accident location, in order to quickly mobilize rescue, and it will help disasters prevention and personnel successfully escape. Through this study, the use of fiber-optic network system, with IP broadcast systems, IP video management systems and facilities automatic monitoring system, the effective management of resources and the environment under the engine room of the key regional security, with limited budgets to achieve maximum synergy to construct a institute a safe and comfortable area.
